Job Summary

Assist in the development, execution, and implementation of comprehensive plans in support of the overall strategic direction of the University. This position ensures the successful achievement of objectives, initiatives, activities designed to maximize returns on investments, achieve organizational efficiencies, and increase productivity for the University. This position will analyze operations to evaluate performance of processes or staff in meeting objectives and to determine areas of potential cost reduction, overall improvement, or policy change.

Responsibilities

Typical Allocation of Duties:

  • Project Oversight - 20%: Assume major management responsibility for a wide range of projects or initiatives associated with business operations or academic or student services.
  • Manage Operations - 20%: Manage operations of mission critical systems, programs or functions.
  • Leadership and Direction - 15%: Provide administrative leadership. Assist in directing the human, financial, and other resources needed to accomplish objectives of the assigned department or unit.
  • Develop and implement solutions - 15%: Develop and implement new, efficient and effective solutions that maximize the department or unit's resources and other external resources.
  • Compliance - 10%: Interact with federal, state, and local entities to ensure compliance with appropriate statutes and regulations.
  • Policy and Procedure - 10%: Establish and administer policies and procedures within departmental unit, system standards and operating procedures.
  • Forecast - 10%: Forecast needs, requirements, and direction for operational changes.

Supervisor Expectations:

  • Leadership & Command: Serve as second-in-command, assuming full command in the Chief’s absence. Provide clear direction and support to division commanders, supervisors, and line officers. Model ethical leadership, accountability, and professionalism in all interactions. Foster a positive organizational culture, addressing morale and engagement proactively.
  • Operational Oversight: Oversee daily police operations, ensuring policies and procedures are followed consistently. Monitor patrol, investigations, and support services to maintain operational efficiency. Ensure readiness and coordination for emergency management and critical incidents. Lead after-action reviews and implement lessons learned from incidents and drills.
  • Strategic Planning & Development: Assist the Chief in developing and executing strategic initiatives aligned with university goals. Manage departmental projects, including technology upgrades, access control integration, and safety initiatives. Track performance metrics and use data-driven decision-making to improve services. Prepare reports, analyses, and recommendations for senior university leadership.
  • Training & Professional Development: Ensure ongoing training for all staff to maintain compliance with POST and Clery Act requirements. Identify leadership development opportunities for supervisors and officers. Promote a culture of continuous improvement and learning within the department.
  • Community Engagement: Build strong relationships with students, faculty, staff, and external stakeholders. Support community policing initiatives that align with the department’s mission. Represent the department at university meetings, public forums, and professional organizations.
  • Policy & Compliance: Maintain compliance with federal, state, and university regulations (Clery Act, Title IX, etc.). Review and update departmental policies to align with current best practices and legal standards. Ensure accurate and timely submission of mandated reports (e.g., crime statistics, annual safety reports). Ensure compliance with State Certification.
  • Resource & Personnel Management: Assist in budget preparation and ensure fiscal responsibility in resource allocation. Oversee recruitment, retention, and performance evaluations for departmental personnel. Recommend promotions, disciplinary actions, and staffing adjustments when necessary.
  • Technology & Innovation: Drive the integration of security technologies, such as cameras, access control, and LPR systems. Support the development of an Incident Command Center or similar initiatives to enhance situational awareness. Stay current with emerging trends and technologies in campus law enforcement.

Required Qualifications

Required Experience: Master's degree in a specified field and seven (7) years of related work experience which at least five (5) years must have been in a supervisory role. Terminal degree and/or professional licensure, certification, and/or designation may be required in some areas. Candidates with an equivalent combination of education and experience will be considered.

Proposed Salary

Commensurate with experience.
