Non-Unit Professional position, 37.5 hours/week

Campus Location: Danvers, Lynn and One Remote Day per week, after the first 90 days

Work Schedule: Monday - Friday; 8:30 am - 4:30 pm

SALARY: Salary range $87,000.00 - $107,000.00. The offered salary will be commensurate with experience and education but will not exceed the stated range. GENERAL STATEMENT OF DUTIES:

The Human Resources leader in this role drives key people and talent initiatives across the College, including employee relations, labor management, recruitment, and onboarding. The position plays a critical role in fostering a positive, compliant, and high-performing workplace by advising supervisors and staff, investigating workplace concerns, supporting collective bargaining activities, and strengthening hiring and onboarding practices.

Working closely with campus leadership, legal counsel, and HR colleagues, this role oversees recruitment processes, guides supervisors through complex employee matters, supervises HR staff, and develops salary recommendations. The position also contributes to institutional compliance efforts and provides leadership support within Human Resources when needed.

ESSENTIAL FUNCTIONS:

Employee Relations and Labor Management (45%):

  • Lead employee and labor relations activities, serving as the primary grievance officer and investigator for employee concerns and complaints outside the Policy on Affirmative Action, Equal Opportunity, and Diversity (PAA).
  • Provide individualized coaching and consultation to supervisors and employees on performance management, workplace concerns, and conflict resolution.
  • Facilitate mediation and collaborative resolution of workplace disputes.
  • Partner with the Assistant Vice President of HR/Payroll, General Counsel, and relevant state agencies to remain current on collective bargaining matters affecting the Community College System and NSCC.
  • Support supervisors and managers in navigating contractual and policy obligations within a unionized environment.

Recruitment and Onboarding (40%)

  • Support and advance recruitment and retention strategies to attract and hire high-quality talent.
  • Facilitate search committee orientations and provide guidance on equitable and effective hiring practices.
  • Develop and implement HR best practices across the full talent acquisition lifecycle.
  • Ensure candidate screening and selection processes comply with NSCC policies and hiring guidelines.
  • Review job descriptions, candidate qualifications, and employee classification documentation (M002 and M004 forms).
  • Develop salary recommendations for Non-Unit Professionals (NUPs) and review offer letters for other employee classifications.
  • Oversee background check processes and hiring documentation.
  • Review and approve position vacancy reports and maintain recruitment records.
  • Track and analyze recruitment metrics to continuously improve hiring strategies.
  • Partner with hiring managers and search committees to refine job design, qualifications, and hiring processes.
  • Coordinate onboarding plans with managers and teams to ensure successful integration of new employees.
  • Conduct 30-, 60-, and 90-day new employee check-ins to support retention and engagement.
  • Organize and lead New Employee Orientation and other onboarding initiatives in collaboration with campus partners.

Professional Development (10%)

  • Collaborate with the Assistant Vice President of Institutional Belonging and Employee Development to identify, develop, and deliver training programs that strengthen positive workplace relationships across campus.
  • Recommend initiatives that enhance employee engagement and staff development.
  • Contribute to a workplace culture that reflects and reinforces NSCC's values and mission.

Other Duties (5%):

  • Serve on the College-wide Compliance Committee and Emergency Response teams.
  • Provide leadership coverage for HR operations in the absence of the Assistant Vice President of HR/Payroll, including approving timesheets and addressing HR matters.
  • Serve as backup for employee reporting and HR data requests.
  • Perform additional duties as assigned.

Compliance Requirement:
This position serves as a Campus Security Authority (CSA) under the Jeanne Clery Act and is responsible for reporting Clery Act crimes and other safety concerns to appropriate College officials.

SUPERVISION EXERCISED: Talent Acquisition Specialist and HR/Payroll Staff Assistant

Job Requirements:

  • Master's degree in Human Resources Management, Labor Relations, Public Administration, Business Administration, Higher Education, or a related field.
  • Minimum of three (3) years of experience managing grievance procedures, conducting investigations, and resolving employee complaints.
  • Minimum of two (2) years of supervisory experience overseeing professional staff.
  • Minimum of two (2) years of experience supporting talent acquisition and hiring processes.
  • Experience working within a unionized environment and familiarity with collective bargaining agreements.
  • Experience with full-cycle recruitment, onboarding, and employee retention strategies.
  • Knowledge of federal and state employment laws, EEO regulations, and HR compliance requirements.
  • Strong interpersonal, communication, and problem-solving skills with the ability to collaborate effectively across departments.
  • Excellent organizational skills and attention to detail.
  • Ability to handle sensitive information with discretion and sound judgment.
  • Demonstrated ability to manage multiple priorities, follow through on competing assignments, and meet deadlines.
  • Successful completion of CORI/SORI and/or National background check as a condition of employment.

Preferred Qualifications:

  • Proficiency with Microsoft Office, Google Workspace, and HR/CMS systems.
  • Experience working in higher education, particularly within community college systems.
  • Multilingual abilities, especially Spanish, Khmer, French, Haitian Creole, Portuguese, or Arabic.
