General Description

The Director of the Pathways to Partnership Program (T3) will report to the Associate Vice President for Advancement. This position will have overall responsibility for facilitating the development and implementation of all operational goals and program strategies for Inclusive Post-secondary Education (IPSE) program. Responsibilities include coordinating instructional design with the Assistant Vice President of Academic Affairs and the implementation, recruitment, selection and supervision of program staff. The director will oversee the selection of program participants and general fiscal management of the budget. The director will be responsible for establishing and sustaining relationships with local, state, and federal agencies, as well as the private sector as it relates to integrating the population of young adults with ID and DD. The director will coordinate and work closely with an advisory committee for effective program planning and implementation. The director will draft OCCC's Comprehensive Transition and Postsecondary Program application beginning July 1, 2027.

This position is a grant position and is contingent upon availability of grant funding. Once the funds from the grant that provide funding for this position are no longer available, this position may be eliminated and the incumbent terminated without cause upon written notice to the employee.

Minimum Education/Experience

  • Master's Degree in a field related to developmental disabilities, cognitive studies and/or special education
  • Minimum (2) years' work experience in higher education
  • Minimum (5) years' experience working directly with individuals with intellectual disabilities in education, community, or employment settings.
  • Proven record of grant management oversight experience

Required Knowledge, Skills & Abilities

Knowledge:

  • Knowledge of Inclusive Post-secondary Education (IPSE) programs, models, and best practices, particularly for students with intellectual and developmental disabilities (ID/DD)
  • Knowledge of higher education administration, including academic affairs, advancement, and cross-divisional collaboration
  • Knowledge of fiscal management, budgeting, and resource allocation.
  • Knowledge of program development, implementation, and evaluation in an educational or community-based setting.
  • Knowledge of federal, state, and local policies, funding sources, and regulations impacting IPSE and disability-related programs
  • Knowledge of workforce development and transition programs for young adults with disabilities.
  • Knowledge of partnership development with public agencies, nonprofit organizations, and private sector employers
  • Knowledge of supervision, staff recruitment, and performance management

Skills:

  • Excellent oral, written and interpersonal skills
  • Experience in concise grant report writing, proposal development, and effective communication
  • Skill in strategic planning and translating program goals into operational plans and measurable outcomes
  • Skill in leading and supervising professional and support staff, including hiring, coaching, and performance evaluation
  • Skill in building and sustaining partnerships with internal stakeholders and external agencies, organizations, and employers

  • Ability to adapt program strategies in response to regulatory, funding, or community changes
  • Ability to maintain confidentiality and handle sensitive information with professionalism
  • Ability to represent the program and institution effectively at the local, state, and federal levels

Physical Demands and Working Conditions
The work is light, which requires the person in this position to occasionally exert up to 20 pounds of force and/or frequently exert up to 10 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • This position requires the person to frequently move about the office and OCCC campus to perform the essential functions of the position.
  • This position requires the person to frequently communicate with students, administration, faculty, staff, and others; must be able to exchange accurate information in various situations.
  • This position requires the person to frequently remain in a standing and stationary position.
  • This position requires the person to frequently operate a computer, other office machinery, and mobile devices to perform the essential functions of the position.
  • This position requires the person to judge, observe, and assess the accuracy, neatness, and thoroughness of work assigned or to make general observations.

Work is performed in both indoor and outdoor settings.

Work is performed during standard office hours; extended work hours, including nights, weekends, and overnight stays, may be required.

Preferred Qualifications

  • Ph.D or Ed.D or relevant terminal degree
  • Previous experience with Universal Design methodologies
  • Previous experience with grant writing
  • Previous extensive experience in program evaluation

Required Training

Quarterly compliance training as assigned by institution

Work Hours: Monday through Friday; from 8:00am to 5:00pm, with occasional nights and weekends as required

Job Duties (Position Specific)

Job Duties (Duties Assignment Statement)

  • Coordinate the development and recruitment of prospective students for the Trailblazers Thrive Together (T3) program with the first cohort beginning in August of 2026.
  • Work with admissions to design a process to include the application, interview, and orientation procedures.
  • Chair the program advisory committee and all subcommittees.
  • Collaborate with faculty, staff, college administration, and organizations across campus and beyond to promote the success of the program.
  • Promote the benefits of the program to all members of the campus community (including but not limited to academic affairs and advising, financial aid, student life, orientation, career center, counseling, student organizations, job employment support, etc.)
  • Create a system for person-centered planning with students to promote student independence, self-management, self-determination, and advocacy.
  • Develop and supervise all aspects of the development and implementation of the program curriculum including programmatic goals and quality of the program.
  • Coordinate the training of professors, staff, and mentors on strategies effective for working with and teaching students with intellectual disabilities (ID) and developmental disabilities (DD).
  • Coordinate with the Director of Students Connecting with Mentors for Success the peer mentoring aspects of the program.
  • Create and maintain partnerships with organizations and businesses on and off campus to facilitate time-limited job sampling.
  • In collaboration with OCCC Career Services, develop a professional internship program and promote competitive employment for students.
  • Market the program to students, educators, and appropriate agencies that serve adults with ID and DD; Promote the program to possible participants and their families.
  • Monitor progress of student performance for program evaluation and draft all intermediary and annual reports.
  • Use data collected from student performance as a catalyst for change within the program and/or curriculum.
  • Travel to national conferences to present current practices.
  • Ensure and sustain positive and productive relationships with program participants and their families.
  • Provide ongoing training for parents of students participating in the program.
  • Facilitate students on the transitioning to higher education and independent living.
  • Remain abreast of best practices and research for students with ID and DD.
  • Other duties as assigned.

  • Abide by the policies and procedures published in the Board of Regents Policies and College Policies & Procedures.
  • Contribute to a safe educational & working environment.
  • Adhere to established safety and health procedures and practices for the purpose of providing injury and illness prevention for self and others.
  • Complete quarterly health and safety training pursuant to OCCC's established safety and health procedures and practices.
  • Participate in all applicable OCCC emergency, evacuation, shelter in place drills, and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.
