Description

  1. Monitor the State's Drug Recognition Expert (DRE), Standard Field Sobriety Testing (SFST) program; oversee preparation of curriculum; hire and supervise teaching staff; oversee completion of required compliance reporting for grant authority, MSC, University and Peace Officer Standards and Training (POST) program guidelines. Monitor and review budget with Senior Program Manager. Serve as the State's DRE and SFST Coordinator appointed by the Traffic and Highway Safety Division of MoDOT.
  2. Program coordination for DRE, SFST, Sobriety Checkpoint Supervisor Training. Assist in preparation of grants for submission and continued funding. Prepare for submission; monthly, quarterly and annual training reports to grant authority with approval of Senior Program Manager.
  3. Supervise consulting staff in the delivery of programs and projects to advance levels of training for statewide law enforcement personnel.

Examples of Duties

Coordinate the State's Drug Recognition Expert (DRE)Standard Field Sobriety Testing (SFST) program, to include: - 80%

  • Serve as the State's DRE/SFST Coordinator, approved by the Traffic Highway Safety Division of MoDOT.
  • Maintain a database of all statewide DRE and SFST training.
  • Responsible for statewide curriculum delivery for all DRE/SFST Training areas within grant guidelines
  • Continuously evaluate and ensure compliance with grant and program requirements.
  • Continuously ensure compliance with the International Association of Chiefs of Police (IACP) DRE program requirements for DRE certification and recertification of officers in the state.
  • Coordinate preparation of curriculum and completion of required paperwork for compliance with grant authority, MSC, University, and P.O.S.T.
  • Responsible for statewide curriculum delivery for all SFST Program areas within the grant guidelines.
  • Design, write and publish curriculum for each of the training courses conducted in this program area.
  • Serve as a voting member on the DRE/SFST State Advisory Board.

Supervise training staff: - 10%

  • Responsible for training and evaluation of the temporary staff used for program delivery
  • Create, finalize, and provide temporary staff with training materials to support programs.
  • Monitoring budgets for program areas.
  • Monitor new training technology and developments and implement when possible to maintain up-to-date teaching techniques.
  • Continuously monitor programs and evaluations for improvement.
  • Assist in the development and implementation of a marketing plan for the programs.
  • Ensure compliance with and submission of grant funding requirements.
  • Assist in submission of grant required monthly, quarterly and year-end reports with approval of Senior Program Manager.

Supervise grant funded budget(s) as set up and operated under MSC & UCM accounting system to include: - 10%

  • Responsible for writing grants annually, or as needed, to ensure continued funding.
  • Ensure compliance with all grant funding requirements.
  • Ensure submission of grant required monthly, quarterly, and year end reports

Typical Qualifications

Education:

  • Bachelor's degree in Criminal Justice, Safety or related filed is required.
  • A Master's degree in Criminal Justice, Safety or related field is preferred.
  • Education may be substituted for experience or experience may be substituted for education. Note that equivalencies are based on the following: AA = 2 years experience; BA/BS = 4 years experience; MA/MS = 6 years experience; PhD = 8 years experience.

Experience:

  • Five years experience in law enforcement with a record of DRE Evaluations (preferred) and making DWI arrests.
  • Three years experience in a traffic safety related occupation to include one or both of the following areas:
    • Instruction, training and/or teaching professional programs, workshops, seminars or conferences.
    • Training program development and administration including planning, scheduling, and coordinating activities.
  • Two years administrative experience in grant type operations, including specific grant program operations, writing and reporting.
  • Two years experience in data management.
  • Experience designing, developing and implementing instructional programs preferred.

Licenses and Certifications:

  • Instructor or teaching certification (40-Hour Instructor Development Course meets this part of the requirement) in the area of adult learning with three (3) years minimum experience. Required.
  • Drug Recognition Expert certification. Required.

Supervisory Responsibilities:

  • Regular part-time or full-time employees - 3
  • Temporary and/or seasonal employees - 30
  • Student Employees, including Graduate Assistants - 1

Budget Responsibilities:

  • Monitor Budget - 25%
  • $5,000 Sign-Off Authority

  • Lifting (weight) - 80 lbs - transporting training and teaching equipment, supplies and materials
