EDP Systems Analyst IV

General Statement of Duties and Responsibilities

This position is responsible for the comprehensive management and administration of the university's telecommunications, video management, and physical network infrastructure. Key duties include overseeing communication systems, ensuring regulatory compliance of emergency systems, managing vendor relations, conducting system maintenance and upgrades, and providing technical support for a variety of equipment and network protocols. This role also involves project management, inventory control, documentation, training, and directing student staff, all aimed at maintaining and improving the university's technology infrastructure.

Preferred Focus Areas Specific to Role

  1. Program and administer the university's phone system, including Session Initiation Protocol (SIP) enabled, analog connected devices, and data integrations.
  2. Program and administer the university's Voicemail system and its auto-attendants, hunt groups, and email integrations.
  3. Program and administer the university's electronic 911 system to ensure the Public Safety Answering Point (PSAP) has accurate location information. Evaluate the system to ensure it meets regulatory compliance and standards.
  4. Administer the university's call accounting system and analyze data to determine system health and recommend system changes.
  5. Add, remove, and maintain phone system databases to adhere to university workflows and needs which includes maintaining system integrations and scheduling system hardware and software upgrades.
  6. Administer fiber optic transmitters/receivers, internet protocol (IP) encoders, captioning devices, and audio-over-IP devices (AoIP), and live broadcasting equipment.
  7. Manage the university's video management system, including system and software upgrades, server and camera configuration, vendor coordination, and troubleshooting.
  8. Manage video management system integrations, including with platforms like Entra ID, the physical access control system, and other campus data feeds.
  9. Configure, install, and repair IP-connected telecommunication, physical access control, and security camera equipment and wiring. This includes troubleshooting LLDP, DHCP, TCP/IP, DNS, and PoE issues.
  10. Install and repair network data wiring, jacks, and infrastructure. Assist in the installation of network switches, wireless access points, and data closet patching.
  11. Inspect and test circuits and wiring for specified shielding and grounding. Repair or rewire systems as required.
  12. Develop detailed project scopes of work to be used for quoting and bidding purposes.
  13. Gather and compare competitive project quotations and bids.
  14. Coordinate, manage, and collaborate with and oversee external contractors and vendors throughout project execution.
  15. Review completed work to verify quality and adherence to specifications.
  16. Develop and update system documentation and instructions, and conduct end-user training.
  17. Identify and record wiring and equipment locations, utilizing diagrams or blueprints as necessary.
  18. Manage parts and equipment inventory and obtain quotations for required supplies.
  19. Inform the campus community of scheduled outages and system maintenance activities.
  20. Conduct research, testing, and provide recommendations for new technologies to improve the university's infrastructure.
  21. Direct and manage student staff involved in campus networking and telecommunications projects.
  22. Other tasks may be assigned in accordance with the job specifications for the EDP System Analyst IV role.

Qualifications Required at Hire

Minimum Entrance Requirements: Applicants must have at least (A) Five (5) years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least three (3) years must have been in work where the primary duties involved computer systems analysis, or (C) any equivalent combination of the required experience and applicable substitutions below. Substitutions are listed as per the provided details.

Qualifications Acquired on Job

Employees in this position are expected to acquire knowledge such as basic network knowledge, familiarity with protocols like LLDP and DHCP, and understanding of agency policies.

License and/or Certification Requirements

Possession of a current Massachusetts Journeyman, Master Electrician's, Systems Contractor: Class C, or Systems Technician: Class D License issued by the Massachusetts State Examiners of Electricians preferred.

Duties and Responsibilities Common to all EDP System Analyst IV's

  1. Prepare and justify the IT unit's budget requests for approval and inclusion in the university's final budget.
  2. Schedule and monitor daily production runs across campus systems, based on priorities, input/output needs, and job sequences.
  3. Approve program and system designs for deployment, ensuring they meet institutional goals and compliance standards.
  4. Approve the rescheduling of delayed or interrupted production tasks to maintain system efficiency and continuity.
  5. Serve as liaison among IT operations, end users, academic departments, and university administration to adjust production priorities.
  6. Provide advanced technical consultation to university departments regarding system needs, program viability, and computing solutions.
  7. Advise faculty, staff, and administrative users on computer-augmented processes, business system functions, and software integration.
  8. Evaluate and determine the suitability of systems and applications to meet specific instructional, administrative, and research goals.
  9. Conduct training workshops and classroom sessions for staff, faculty, and student workers on system usage and IT best practices.
  10. Develop duty rosters and ensure adequate staffing for all technical workstations and help desk operations.
  11. Determine staffing needs and strategically allocate team members to key functions and projects.
  12. Interview, evaluate, and recommend candidates for employment within the IT department.
