Executive Director, Human Resources (Administrator III), Department of Human Resources
Job Summary
The Executive Director of Human Resource reports directly to the Vice President of Human Resources. The position plans, supervises, directs, develops, and coordinates the policies, activities, and staff of the Human Resource (HR) department in the areas of Customer Service, Compensation & Classification, Benefits, Payroll, and Talent Acquisition ensuring legal compliance and implementation of the organizations mission and talent strategy. The Executive Director will provide sound and expert advice to Human Resources Directors and Managers who serve as advisors to Human Resources constituents or a wide variety of Human Resources services and will collaborate with the campus community on University best practices.
Duties and Responsibilities
- Directly supervise management and lead employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Prepare reports on a range of human resources subjects for consideration; Supervise the collection and analysis of employment, salary, benefit and assignment information for reporting purposes.
- Provide coaching and guidance to unit managers, and supervisory employees in appropriate HR matters.
- Counsel and train management personnel and others on the relevance of federal and state laws affecting assigned functional areas.
- Train, supervise and evaluate assigned staff; recommend personnel actions including disciplinary actions and dismissals.
- Advise employees on the interpretation and application of policies and procedures pertaining to human resources management.
- Provide direction in resolving personnel procedures and policies.
- Assist with the development, revision, interpretation and administration of campus policies, regulations, and procedures.
- Collaborate with directors, managers, and others in leadership positions regarding goals and strategies related to staffing, recruiting, and retention.
- Perform human resources research and special studies as directed.
- Direct the development, coordination, and maintenance of the human resources information systems.
- Assess HR efficiency and collaborate with HR units across the department to work toward a collective goal of optimum service and efficiency.
- Identify, communicate and make recommendations regarding trends in human resources.
- Perform related duties as assigned.
Minimum Qualifications: Required Education and Experience
- Bachelor's degree from a four-year accredited institution
- Six years related experience in human resources, including troubleshooting processes and procedures; Three years of direct experience supervising employees in a human resources unit in public sector employment and in a collective bargaining environment, with direct experience applying and interpreting collective bargaining agreements. Incumbent should possess strong conflict resolution experience.

- Incumbent should be an effective leader with exceptional interpersonal skills and possess the ability to foster proactive relationships within the campus community and with external customers.
- Incumbent must also possess the ability to take on multiple projects and balance workload effectively and efficiently, ensuring positive and successful outcomes.
- The incumbent must have the ability to interpret and apply policies, procedures, and Executive Orders governing human resources management.
- The incumbent's experience will need to include a work history that demonstrates the ability to be successful in managing and performing the various aspects of a human resources management department. Incumbent must also demonstrate an ability and/or interest in working in a multicultural/multi ethnic environment.
- A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.
Preferred Qualifications
- Master's degree, and other HR applicable certifications preferred.
- SPHR Certified
- Language Skills - Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, policy documents, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, university personnel, and the general public.
- Mathematical Skills - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
- Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

Compensation and Benefits
Anticipated Hiring Range: $6,563 - $12,367 per month
Classification Salary Range: $6,563 - $21,066 per month
The salary offered will take into account internal equity and experience among other factors.
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information
Work status: Full-time/Exempt/At Will
Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
