Finance Payments Specialist (HEOa)
POSITION DETAILS
The CUNY Graduate School of Public Health and Health Policy (SPH) seeks to provide a collaborative and accessible environment for excellence in education, research, and service in public health, to promote and sustain healthier populations in NYC and around the world, and to shape policy and practice in public health for all. The School offers a range of innovative master's and doctoral degree programs and is accredited by the Council on Education for Public Health. Reporting to the Executive Director for Business Services and Finance the Finance Payment Specialist will carry out accounts payable functions for the school’s tax-levy and non-tax-levy Accounts.
Duties include but are not limited to:
- Processes and tracks entries for payment.
- Acts as liaison between requestors and vendors.
- Maintains vendors and user role access.
- Communicates effectively with faculty, staff and vendors to resolves payment issues.
- Collaborates with accounting staff to request checks, reconcile payments, and process reimbursements.
- Reconciles travel card and procurement card accounts.
- Tracks and maintains accurate and up-to-date payment data.
- Trains faculty and staff on procurement in CUNYBuy.
- Trains faculty and staff on T-Card, P-Card, Net Card and Travel and Expense modules in CUNYFirst.
- Assists in analyzing and in developing procedures to enhance the effectiveness of payment activities.
- Coordinates matters related to procurement under management direction.
- Maintains accounts, budgets, contracts, agreements, and documentation related to the procurement process.
- Analyzes procurement practices, procedures, and responsibilities, developing process documentation and identifying potential improvements.
- Maintains College and University systems that manage and track procurement activities.
- Assumes responsibility for selected procurement projects.
- Performs other duties as assigned.
QUALIFICATIONS
Bachelor's degree and four years' related experience required.
Preferred Qualifications:
A preferred candidate should have:
- Bachelor’s degree in Accounting, Finance or a related business discipline.
- At least four years of relevant experience in accounting, financial reporting and/or financial planning.
- Familiarity with CUNY’s financial systems (CUNYfirst and CUNYBuy) or other enterprise financial/procurement platforms.
- Proficiency in Microsoft Office, especially Excel.
- Knowledge of NY State and CUNY business processes and regulations.
- Excellent analytic, organizational and problem-solving skills, with impeccable attention to detail and accuracy.
- Ability to work independently and collaboratively, with a high degree of professionalism and adaptability.
- Demonstrated ability to effectively manage multiple priorities and meet deadlines in a fast-paced environment.
- Outstanding written and verbal communication skills, with a strong customer service orientation.
- Ability to communicate effectively with diverse stakeholders, including faculty, staff, administrators, external agencies and vendors.
CUNY TITLE OVERVIEW
Manages Accounts Payable functions at the College or Unit level.
- Oversees day-to-day Accounts Payable activities and staff
- Interprets rules and regulations from CUNY, New York State and/or New York City; develops compliance practices and monitors activity
- Develops policies and procedures to enhance the effectiveness of payment activities and service levels
- Assists in implementing, upgrading, and managing automated payment systems
- Reviews data entry activities, identifying and resolving data quality issues
- Investigates and reports on payment histories and other information for management
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
$82,883 - $90,838
Salary commensurate with education and experience.
