Description

Columbia Basin College ("CBC" or the "College") seeks a Fiscal Analyst 3 to ensure financial compliance with all institutional, state and federal regulations and policies. This is a lead position that works in conducting financial reviews and analysis of fiscal data, grants and/or contracts in accordance with Generally Accepted Accounting Principles [GAAP]. This lead position independently plans, coordinates and conducts fiscal, grants or contractual reviews of the more comprehensive fiscal or manual accounting systems in accordance with GAAP, statutes or regulations. This position will be expected to establish corrective action procedures and training for personnel across campus related to their area of expertise. This position will also work collaboratively in concert with, and as part of, the Accounting Services team to ensure accuracy and efficiency in accounting processes. This position reports to the Assistant Director for General Accounting.

Primary Responsibilities

  • Lead and perform grant accounting functions, including preparation, review, and verification of complex fiscal reports in accordance with generally accepted accounting principles; ensure compliance with federal, state, local, and sponsor-specific regulations governing grants and contracts;
  • Conduct fiscal and administrative review of grant and contract proposals, including consultation with principal investigators, program staff, and funding agencies; analyze sponsor intent and compliance requirements and prepare written fiscal summaries and recommendations for College leadership;
  • Review, approve, and oversee grant-related budgetary actions, including award setup, account authorizations, amendments, and budget revisions; ensure accurate establishment and maintenance of grant accounts within the financial system;
  • Perform complex financial analysis of grant-funded programs, including historical review of ongoing projects with multiple investigators, funding sources, and sub-accounts; ensure proper accounting, tracking, and allowability of expenditures;
  • Monitor, review, and audit fiscal activity for grants and contracts to ensure ongoing compliance with award terms and conditions; identify discrepancies, prepare adjusting entries, and recommend corrective actions or system changes as needed;
  • Manage grant-related accounts receivable and payable activity, ensuring segregation of duties, accurate documentation, timely payments, and audit readiness; monitor receivables, analyze aging and write-offs, and review receipts and disbursements related to sponsored programs;
  • Coordinate and support monthly and fiscal year-end close processes for grants, including reconciliation of grant accounts, preparation and review of fiscal documentation, and support for internal and external audits;
  • Analyze grant awards for special conditions, match requirements, and indirect cost limitations; oversee tracking and monitoring of direct and indirect costs, assist with indirect cost rate negotiations, and recommend adjustments to spending patterns to maintain compliance;
  • Serve as a fiscal subject-matter expert for grants, providing guidance, training, and direction to College personnel on grant compliance requirements, time and effort reporting, and grant-related fiscal processes; contribute to the development and maintenance of Accounting Services desk manuals related to grants; and assist in other areas of Accounting Services as necessary.
  • Perform other related duties as assigned.

Required Qualifications

  • Bachelor's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and
  • Two (2) years of relevant experience in an accounting or bookkeeping position.

OR

  • Associate's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university; and
  • Five (5) years of relevant work experience in an accounting or bookkeeping position.

Preferred Qualifications

  • Master's degree in Accounting, Economics, Business or Finance from an institutionally accredited college or university;
  • Knowledge of governmental or non-profit accounting;
  • Knowledge of sponsored programs and grants compliance and accounting; and
  • Familiarity with Washington State accounting rules and regulations.

Terms of Employment

This position is a full-time classified staff position. This position is overtime eligible and the typical work hours are Monday through Thursday, 7:00 a.m. to 4:30 p.m. and Friday 7:00 a.m. to 12:00 p.m.; however, must be available to work a flexible schedule when prior notice is given by the College. This position is available immediately.
