Housing Operations Manager
Position Information
UC Riverside's Housing Services is recruiting for a Housing Operations Manager. The full salary range for the Housing Operations Manager is $78,428.97 - $114,668.40 annually. However, the expected pay scale for this position is up to $81,639.78 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.
Under the general supervision of the Associate Director of Housing Operations, the Housing Operations Manager has oversight of multiple large residential facilities with 24/7/365 day operations, ensuring a safe, well-maintained, and academically-complementary environment that complies with health and safety requirements while providing efficient, high quality customer services. Manages all community office operations, including recruitment, training/development and supervision of a support team comprised of student and career staff, responsible for meeting resident and guest needs and expectations. Coordinates workflow related to the processes, response and triage of: routine, after-hours, and emergency resident and facility services; utility outages; mail/parcel services; move-in and move-out activities; resource reservations and usage; space allocation; furniture, fixture and equipment (FF&E) allocations; facility inspections and vacant space preparations. Participates in campus and departmental outreach activities, including giving formal presentations. Responsible for inventory, reporting, and budget review for related scope of work. Participates in departmental emergency planning and response as well as recovery operations.

Educational Requirements
- Bachelor's degree in related area and/or equivalent experience/training. Required
Experience Requirements
- 4 - 7 years of related experience. Required
- Demonstrated experience in directing, organizing, and prioritizing workload to meet required deadlines and department objectives. Required
- Housing or other residential type property experience. Preferred
License Requirements
- CA drivers license. Required

Preferred Qualifications
- Knowledge of architectural or engineering concepts.
- Working knowledge of policies and procedures relative to building maintenance, equipment, customer service, safety and emergency preparedness.
- Thorough knowledge in the areas of building space planning, codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
- Solid knowledge of common University-specific computer application programs.
Key Responsibilities
- Develops and maintains critical collaborative relationships with departmental staff and campus partners such as Residential Education, Auxiliary Services Facilities & Projects, Environmental Health & Safety, Information Technology Solutions, UCPD, Campus Fire Marshal, third party vendors, and various external civil and professional organizations on facility conditions and environment, notably maintenance, emergency response and health/life/safety items. Serves as the primary point of contact for facility and resident-related activities, including routine, after-hour and emergency. Assists with planning facility improvements to ensure Housing and residential needs are appropriately addressed while also effectively communicated to affected constituents. Manages a range of daily operations in a residential community including assisting with the interpreting, developing and administration of policies, goals and objectives that effectively respond to changing resident and guest needs. Oversees area move in/move out processes. Responsible for the day-to-day administrative operations of the assigned housing facilities. Administers facilities and space logistics; manages equipment needs and procurement. Regularly monitors facility conditions; coordinates and follows up on service from department partners and external service providers regarding safety, access, maintenance, remodeling and construction activities. Responsible for residential room and facility inspection processes; works closely with Auxiliary Services Facilities to determine repair needs and scheduling especially in peak turnover times. Conducts and attends regularly-scheduled meetings with department partners. Serves as supervisory backup to other housing operations and support to Housing Services office areas. Provides principal logistics and staffing summer housing and conference programs. Creates and maintains standards to ensure excellent departmental service. (20%)
- Works with internal and external agencies/contractors in regards to existing contract terms or to solicit new contracts. Monitors the results/outcomes of facility service agreements and advocates for revisions or corrective action, where needed. Serves as the community communication liaison for Housing facility service activities, and serves as a department committee designee regarding facility service and projects. Coordinates academic year and summer programs student staff recruitment, training, supervision and development. Ensures delivery of services to clients in alignment with each contract, including room turnover and readiness, linen service, and meeting space preparation in coordination with other service providers such as custodial, maintenance, and Hospitality Services, etc. Ensures staff correctly interpret, apply, and communicate established Housing Services policies and procedures. Resolves escalated residential business concerns, disputes, appeals and penalties. (15%)
- Coordinates and participates in recruitment, marketing, training, performance management, classification, and ensuring the completion of forms and documents related to HR and Payroll of directly supervised career, limited and/or student staff, including creating and promoting opportunities for continued professional development. Develop, deliver and evaluate comprehensive training to all assigned employees to include, but not limited to the following: organizational and facility orientation, safety, administrative procedures, job specific procedures and techniques, rules and regulations, standards and professionalism, expectations and levels of competency, quality standards, customer service and organizational values. (15%)
- Develops space allocation plans for management review. Manages the day-to-day application of organizational policies and procedures and recommends improvements to the Associate Director of Housing Operations. Provides input on facilities-related procedures and solutions, taking into account budgets, space allocation, staffing and infrastructure design. Responsible for maximum space utilization, budget and expenditure tracking for the operations and facilities. Participates in the annual planning for occupancy levels and overall housing strategies. Oversees area operational budget, including planning of the annual budget, monthly reviews and adjustments, and research and proposal of new initiatives for residential facilities. (10%)
- Coordinates work crew activities to minimize disruption to building occupants. In close coordination with Auxiliary Services Facilities, schedules larger impact routine and urgent repairs to best align with the residential needs and operation. Tracks work order completion and advocates for prioritization of work. Runs work order reports for open/closed tracking; escalate complex maintenance issues and follows up to ensure resolution. Responsible for entry/impact notices and information to residents that meets legal requirements and Housing standards. Serves as key resource to the community on addressing maintenance concerns and communicating status. Has key role in summer turnover processes including custodial and maintenance work timelines to ensure facilities continue to be well-maintained. (10%)
- Maintains building related plans and procedures including access controls and security, emergency preparedness, commonly-encountered hazardous materials storage and disposal, crime prevention activities, fire safety inspection compliance and reporting. Collaborates with campus partners and service providers to develop and maintain access and security standards for Housing facilities. Monitors service provider compliance with set standards. Develops schedules, notifications, and compliance tracking reports for regularly-occurring inspections, drills, education, and/or preventative programs related to access controls and security, emergency preparedness, crime prevention, fire and life safety, and Clery reporting for assigned facilities. Responsible for regular reviews, inspections, condition reports and recommendations regarding general interior and exterior facility conditions, including all FFE items. (10%)
- Recommends facilities-related procedures and solutions, taking into account budgets, space allocation, staffing and infrastructure design. Manage and collaborate with other campus partners (i.e. Residential Education, Auxiliary Services Projects and Facilities, ITS, etc.) to identify potential projects and concerns for residential facilities. Participate in facility walk-throughs and product/equipment demonstrations with vendors for recommendations on purchase and/or project scope. (5%)
- Assists department leadership with budget development for moves and minor building infrastructure upgrades. This includes assistance with long-term planning and forecasting. Assists in the development of draft plans and recommendations for annual and long-term projects for the improvement of assigned Housing facilities. (5%)
- Coordinates emergency repairs during and after work hours. Serves on Housing/Auxiliary Services emergency response team. Coordinates corrective action for emergency facility issues during and after regular business hours. Communicates situational status to appropriate Housing and/or campus personnel and residents. (5%)
- Coordinates with multiple units throughout organization to provide a safe and secure facilities environment. Monitor and enforce appropriate access for individuals and manage access to buildings for residents, staff, and service providers. Assists in the Development, implementation, and maintenance of Building Emergency Plans. Acts as the Building Supervisor for Emergency Conditions (BSEC) for organization emergency/disaster preparedness for assigned residential community. Serves as the communication liaison between organization service agencies and building occupants. Partners with Residential Education to coordinate emergency preparedness education and planning for building occupants during the academic year along with Hospitality Services for summer conference operational times. (5%)
