HR Generalist

Summary

The HR Generalist is responsible for all functions related to recruiting and onboarding. This position involves planning and coordinating effective recruitment strategies with program managers and other stakeholders. It also handles employee relations, labor relations, benefits, staff development, compliance, and employee recognition. This is a confidential position assisting the Executive Director of Human Resources with labor negotiations and collective bargaining agreement interpretation.

This role requires extensive interaction via phone, email, virtual, and in-person methods with applicants and internal customers. It demands the use of technology for efficient task completion, including intermediate knowledge of Microsoft Office products, PeopleSoft, and other business systems. This position will remain open until filled.

Essential Functions & Other Duties

Essential Job Duties

  • Provide excellent customer service to all employees, colleagues, and customers.
  • Manage full-cycle recruitment activities for specific departments, from requisition to hire.
  • Collaborate with the Executive Director of HR, DEI Officer, department managers, and supervisors to develop effective recruitment strategies.
  • Ensure equitability by reviewing and revising job duties, qualifications, knowledge, skills, and abilities; create recruitment tools including job announcements and descriptions.
  • Monitor and ensure compliance with college, local, state, and federal regulations in recruitment and hiring.
  • Provide training to managers and supervisors on hiring processes, procedures, and legal requirements.
  • Answer inquiries from management, employees, and applicants on recruitment processes.
  • Collect, verify, and analyze data (e.g., recruitment, hiring, turnover ratios) and create reports for the Executive Director of HR.
  • Oversee the new employee orientation process in conjunction with other HR staff.
  • Provide interpretation, information, and advice regarding college policies, procedures, collective bargaining agreements, and state/federal rules.
  • Assist in developing and documenting HR practices, policies, procedures, training materials, and communication tools for compliance.
  • Handle PeopleSoft compliance, including data cleansing, process mapping, and workshop participation.
  • Complete desk audits, peer reviews, reclassifications, and job description updates.
  • Conduct job analysis and desk audits for proper classification per collective bargaining agreements and FLSA.
  • Assist employees with FMLA, PFML, L&I claims, and ADA accommodation requests, including tracking and follow-up.
  • Manage employee relations, labor relations, benefits, staff development, compliance, and employee recognition as assigned.
  • Maintain confidentiality and security of HR and Payroll information.
  • Conduct employee investigations as needed.
  • Provide mentorship and guidance to the HR Team.

Non-Essential/Other Functions

  • Assist with planning and execution of events.
  • Work with HR and Payroll staff to ensure compliant employee records.
  • Respond to public records requests and manage litigation hold notices.
  • Schedule and monitor required classes or trainings as needed.
  • Act as a backup to other HR/Payroll Department members.
  • Maintain personal development through courses and professional committees.
  • Participate in college committees as needed.

Qualifications

Minimum Qualifications

  • Bachelor's degree in Human Resources, I-O Psychology, or a closely related field from an accredited college or university.
  • At least two (2) years of recruitment and/or HR Generalist experience.
  • Above Basic to Intermediate level skills in Adobe DC, Adobe Sign, Office 365, Zoom, Teams, and Excel.

Allowable Substitution: Alternative combinations of education and experience may be evaluated for comparability.

Preferred Qualifications

  • Experience using NEOGOV.
  • Experience using PeopleSoft (ctcLink) in a higher education setting.
  • Proven ability to provide data analytic reporting using intermediate to advanced Excel skills and charts.
  • SHRM-CP or PHR.
