Opening of an international selection procedure for the recruitment of one (1) entry-level PhD Researcher under Decree-Law No. 57/2016 of 29 August, as amended by Law No. 57/2017 of 19 July.
1. By order of the President of the School of Health of the Polytechnic of Porto (E2S|P.PORTO), Prof. José Miguel da Silveira Correia Saúde, dated 11/06/2026, and pursuant to Article 11(1)(a) of Decree-Law No. 57/2016 of 29 August, as amended by Law No. 57/2017 of 19 July, which establishes the Legal Regime for the Employment of PhD Holders (RJEC) aimed at stimulating scientific and technological employment across all fields of knowledge, the General Labour Law in Public Functions (LTFP) approved as an annex to Law No. 35/2014 of 20 June in its current wording, and Regulatory Decree No. 11-A/2017 of 29 December, the opening of an international selection procedure has been autorize for the recruitment of a PhD Researcher to carry out research activities under a fixed-term public employment contract for a period of three (3) years, automatically renewable for periods of one (1) year up to a maximum duration of six (6) years.
2. Job context- The position is framed within the research activities and programmes of the Centre for Research in Rehabilitation, through the Center of Human Movement and Activity, at the School of Health of the Polytechnic of Porto.
3. The workplace is located at the Center for Rehabilitation Research premises, Rua Dr. António Bernardino de Almeida, 400, 4200-072 Porto, Portugal, and/or at any other location required for the development of research activities.
4. Number of positions to be filled: one (1).
5. The monthly remuneration is that set out in Article 15(1) of the RJEC, corresponding to pay scale level 33 of the Unified Remuneration Table, in conjunction with Article 2(1) of Regulatory Decree No. 11-A/2017 of 29 December, currently amounting to a gross value of € 2,351.53, in accordance with Decree-Law No. 26-B/2023 of 18 April 2023.
6. The fixed-term public employment contract shall be concluded for a period of three (3) years, automatically renewable for periods of one (1) year up to a maximum duration of six (6) years, unless - without rejudice to any other legally provided grounds for termination or extinction, particularly as regards the maintenance of funding for the project to which the researcher will be assigned - the contracting scientific body proposes its termination on the grounds of an unfavorable assessment of the work carried out by the PhD holder, conducted in accordance with the applicable regulations in force.
7. Scope of activities - Within this selection procedure, one (1) position equivalent to that of PhD Researcher is open in the area of Rehabilitation Sciences – Human Movement System Rehabilitation Specialization. The work will be related to the development of intelligent systems, data collection, analysis and processing, real-time prediction and monitoring systems and decision support systems in the areas of health and well-being, developed within the scope of ongoing projects, and other future projects in related areas, as well as obtaining new funded projects and supporting laboratory management at the Rehabilitation Research Centre through the Centre for Movement and Human Activity Studies.
8. National, foreign and stateless candidates who hold a PhD degree in Physiotherapy or related areas, and who hold a scientific and professional curriculum that reveals a profile appropriate to the place in the competition, namely in the areas described in paragraph 7 of this Notice, may be opposed. Candidates with a PhD degree in non-related areas may be admitted, provided that the scientific and professional curriculum reveals a relevant profile for the places in the competition.
9. General admission requirements - Applicants, whether national, foreign or stateless, must fulfil the following requirements by the closing date of the application period:
- Be of legal age (18 years or older), not be legally prohibited or disqualified from holding public office, possess the physical fitness and psychological profile essential for the performance of the duties, and have complied with mandatory vaccination requirements, as set out in Article 17 of the LTFP;
- Hold a doctoral degree awarded by a Portuguese or foreign higher education institution. If awarded by a foreign institution, applicants must hold, by the application deadline, proof of recognition, equivalence or registration of the doctoral degree under applicable legislation, in one of the areas described in Section 8.
10. The evaluation of the scientific and curricular path of the candidates focuses on the relevance, quality and timeliness of the scientific and technological production in the area of Rehabilitation Sciences – Specialization in Human Movement System in the last five years, as well as the training or training activities in the areas of Rehabilitation Sciences – Specialization in Human Movement System in the same period.
11. The ten-year period referred to above may be extended by the jury, upon reasoned request by the applicant, when justified by suspension of scientific activity for socially protected reasons, including parental leave, prolonged serious illness, and other legally recognized situations of unavailability for work.
12. The assessment process may include an interview with applicants selected by the jury for this purpose.
13. Scoring - Applicants are scored on a scale of 0 to 100 points. Approval requires a minimum score of 50 points in each of the following assessment and ranking methods: curriculum assessment and interview.
14. Candidate requirements - Applicants must meet the following requirements:
- Hold a doctoral degree in a field as specified in Section 8 of this Call, with a thesis of relevance to the scientific area and sub-areas of the competition;
- Preferably have experience of participation in national or international research projects of recognized standing in the relevant area, potentially including positions of responsibility and technical-scientific leadership;
- Preferably have high-quality publications in leading peer-reviewed journals in the field, addressing relevant aspects related to the topics and projects defining the scope of the position;
- Preferably have experience of (co-)supervision or mentoring of doctoral students (preferably) or master's/undergraduate students;
- Demonstrate the ability to lead or participate in the preparation of project proposals or in the acquisition of competitive funding.
15. Curriculum assessment criteria - The assessment and ranking criteria for the curriculum assessment phase are as follows. Only the last five (5) years will be considered, except under the conditions set out in Section 11:
- Scientific production, particularly in the area of Rehabilitation Sciences – Specialization in Human Movement System (50%): for this purpose only the quantity and quality of publications in journals indexed in JCR-Clarivate at the date of publication will be considered, especially as first author, and the duly proven active participation in the submission and fundraising for projects;
- Training or training activities in the area of Rehabilitation Sciences – Specialization in Human Movement System (20%);
- Scientific development plan, including obtaining new funded projects, and participation in laboratory management at the Rehabilitation Research Center through the Center for Movement and Human Activity Studies (30%).
16. Interview - In a second assessment stage, the jury will interview applicants who have scored at least 50 points in the curriculum assessment, with the aim of:
- Clarifying aspects related to their research results and research experience (50%);
- Assessing parameters such as motivation for the application, communication skills, and interpersonal and conflict management skills (50%).
17. Final classification - Following this stage, applicants shall be ranked according to their Final Score (FS), calculated by applying the following formula:
FS = (Stage 1 score × 80%) + (Interview score × 20%)
18. Jury - The jury appointed by order of the President of the School of Health of the Polytechnic of Porto, in accordance with Article 13 of the RJEC, is composed as follows:
- Prof. PhD, Rubim Santos Principal Coordinating Professor of E2S|P.PORTO and Director of the Rehabilitation Research Centre (President);
- Prof. Dr. Rui Manuel Urbano Veiga de Macedo, Coordinating Professor of E2S|P.PORTO and Researcher at the Rehabilitation Research Centre – Effective Member, who replaces the President in his absences or impediments;
- Prof. Dr. Andreia Sofia Pinheiro de Sousa, Adjunct Professor at E2S|P.PORTO and Researcher at the Rehabilitation Research Centre – Effective Member;
- Prof. Dr. Andreia Raquel Santos Noites Soares de Pinho, Coordinating Professor of E2S|P.PORTO and Researcher of the Centre (alternate member);
- Prof. Dr. Claudia Costa Silva, Coordinating Professor of E2S|P.PORTO and Researcher at the Centre for Rehabilitation Research (alternate member).
19. Application procedure
19.1. Applications must be submitted exclusively through the following address: https://www.ess.ipp.pt/ess/recrutamento/concursos-investigadores/concursos-investigadores, explicitly indicating the vacancy reference number.
19.2. Applications submitted by e-mail or any other means, electronic or otherwise, other than the one specified above will not be accepted.
19.3. The application must include: full name, filiation, identity card or Citizen Card number and date of issue, or civil identification number, tax identification number, date and place of birth, civil status, profession, residence and contact address, including e-mail address and telephone number.
19.4. The application must be accompanied by supporting documents evidencing the conditions set out in Sections 8 and 9 of this Call, namely:
- Electronic application form for the selection procedure;
- Copy of the certificate or diploma evidencing the doctoral degree, or of the recognition, equivalence or registration thereof;
- Detailed curriculum vitae, structured so as to enable assessment of the relevance, quality and currency of the applicant's scientific and academic track record;
- Copy of supporting documentation for the activities and results listed in the curriculum vitae, or links thereto;
- Signed declaration confirming that the applicant meets the general and specific requirements referred to in Section 9 of this Call;
- Scientific development plan in the field of Center for Rehabilitation Research, through Center of Human Movement and Activity (maximum 5,000 words);
- Between two (2) and four (4) letters of recommendation, including the e-mail address of the signatory.
20. Deadlines - The application period opens on the day following publication of this Call in the Diário da República (Official Journal) and runs for ten (10) working days. The selection process begins within ten (10) working days of the closing date, with a jury meeting to examine applications and verify whether each applicant meets the general and specific requirements set out in this Call.
21. The jury reserves the right to request, in the event of doubt, additional documents from any applicant in support of their declarations.
22. Applicants who do not achieve a final score of at least 50 points shall be excluded from the competition for lack of absolute merit.
23. The minutes and the final ranking list shall be published at domus.ipp.pt.
24. Pursuant to Article 121 of the Code of Administrative Procedure, once notified, applicants have ten (10) working days to submit observations. The jury's final decisions shall be issued within a maximum period of ninety (90) days from the closing date for applications.
25. This selection procedure is intended exclusively for filling the advertised positions. It may be terminated at any time prior to approval of the final ranking list and shall lapse upon the corresponding position being filled.
26. Pursuant to the combined provisions of Articles 16 and 17 of Decree-Law No. 57/2016 of 29 August, as amended by Law No. 57/2017 of 19 July, this selection procedure and the recruitment of the PhD Researcher are exempt from the authorisation of the members of the Government responsible for finance and public administration matters, as referred to in Article 7(3) of the LTFP, from the requirement to obtain a prior favourable opinion from the members of the Government responsible for finance and public administration matters, as referred to in Article 30(5) of the LTFP, and from the requalification recruitment procedure referred to in Article 265 of the LTFP.
