ANNOUNCEMENT
OF OPENING OF A SELECTION PROCEDURE FOR A POST-DOCTORAL RESEARCH GRANT
IPMA-2026-015-BIPD
According to the Regulation for Scientific Research Grant of IPMA, I.P., by deliberation of the Director Council of IPMA, IP from 27/07/2026, the opening of a grant application with the reference IPMA-2026-015-BIPD, was authorized to award a postdoctoral research grant in the scientific field of Marine Sciences, Biology, Environmental Engineering, Sociology, Social Sciences or related fields, in the framework of the project SMART4SEA - Boosting the environmental traceability of the Atlantic seafood sector: sea to fork transparency and consumer engagement (EAPA_0146/2024), funded by Interreg Atlantic Area.
1. Admission requirements
The grant is intended for holders of doctoral degree in the scientific field of Marine Sciences, Biology, Environmental Engineering, Sociology, Social Sciences or related fields, to carry out activities to support research in the SMART4SEA project.
2. Hiring requirements
According to Article n. 7 of the IPMA, I.P. Scientific Research Grant Regulations, the candidate must cumulatively meet the following admission requirements:
- Hold a doctoral degree in Marine Sciences, Biology, Environmental Engineering, Sociology, Social Sciences or related fields;
- Have obtained the doctoral degree within the three years prior to the date of submission of the application for this grant;
- Have carried out the research work that led to the awarding of the doctoral degree at a host institution other than IPMA, IP, in accordance with paragraphs n. 3, 4 and 5 of Article n. 7 of the IPMA, I.P. Scientific Research Grant Regulations;
- The grant recipient may not exceed, with the signing of the grant contract in question, including possible renewals, an accumulated period of three years in this type of grant, whether consecutive or intermittent;
- Must not have previously held a postdoctoral research grant contract with IPMA, I.P.
If the doctoral degree was awarded by a foreign higher education institution, it must be recognized by a Portuguese higher education institution, in accordance with the provisions of Article 25 of Decree-Law No. 66/2018, of August 16, and subparagraph e) of paragraph n. 2 of Article 4 of Decree-Law No.
3. Work plan
The fellow's work program will include the following activities:
- a) Organization and processing of focus group data on perceptions and expectations regarding environmental certifications, traceability systems, and digital tools applied to fish;
- b) Evaluation of recommendations on fish consumption and environmental sustainability in applications available on the internet;
- c) Collaboration in activities foreseen in the project, developed at IPMA, I.P., especially the organization of events, preparation of communication materials, and activities with schools;
- d) Participation in national and international working meetings, within the scope of the activities foreseen in the project;
- e) Participation in the preparation of annual project reports;
- f) Participation in dissemination and outreach activities for the project;
- g) Production or collaboration in scientific articles and dissemination of the results obtained;
- h) Preparation and submission of the final fellowship report in accordance with the provisions of Article n. 24 of the Regulation for Scientific Research Grant of IPMA, I.P.
4. Duration and renewal conditions
The scholarship will have the duration of 6 months, possibly renewable for additional periods, in accordance with articles 6th and 15th of the Regulation for Scientific Research Grant of IPMA, I.P., depending on budget availability, the duration of the project or up to the maximum duration limit of the scholarship type (whichever occurs first), on an exclusive dedication basis. The work to be developed within the scope of this scholarship is temporary and will not continue beyond the conclusion of the project.
5. Supervision and workplace
The work will take place at IPMA- Algés (Av. Dr. Alfredo Magalhães Ramalho, 6, 1495-165 Algés), in the Aquaculture, Valorisation and Bioprospecting Division (Divisão de Aquacultura, Valorização e Bioprospeção - DivAV), under the scientific supervision of Cheila Almeida, PhD Researcher at IPMA, I.P (principal investigator of the SMART4SEA project).
6. Value of the monthly maintenance allowance
The value of the scholarship corresponds to € 1.901,00, according to the values of the monthly maintenance allowance applicable to fellowships covered by Regulation No. 950/2019 of the FCT, I.P., updated with effect from January 1, 2026 (https://www.fct.pt/wp-content/uploads/2026/03/Tabela-de-Valores-SMM-2026.pdf). The scholarship holder is also entitled to reimbursement of charges relating to Voluntary Social Security (1st step), if applicable, in accordance with the conditions defined in the Research Scholarship Statute. The scholarship holder will benefit from personal accident insurance for the duration of the scholarship. Payment of the scholarship will be made monthly, via bank transfer to be made by the IPMA services to the account indicated by the scholarship holder.
7. Jury members
The jury, appointed by order of the President of IPMA, IP, Doctor José Guerreiro, dated 27/07/2026, consists of the following members:

2nd Substitute Member: Margarida Saavedra, Auxiliary Researcher of IPMA, I.P.;
8. Selection and methods criteria
8.1 Admission requirements: all candidates fulfilling the requirements established in points 1 and 11 in this notice will be admitted.
8.2 Evaluation method: candidates will be evaluated by Curricular Evaluation (CE) and interview. The interview will only be held for candidates with a rating equal to or greater than 15 points in the CE.
8.3. CE will be expressed quantitatively from 0 to 20 points according to CE = 0.5*A + 0.5*B where:
A. Evaluates the relevance and quality of the candidate's curricular path in the scientific area of the grant;
B. Evaluates previous experience to perform the required tasks, according to:
- i) Experience in seafood production and consumption, including fishing, aquaculture, processing, traceability, and consumption habits (0-5 points);
- ii) Experience in developing focus groups, interviews, and online research, including data collection and processing (0-5 points);
- iii) Scientific motivation regarding sustainability and environmental impacts of the food system (0-4 points);
- iv) Experience in preparing scientific publications, including articles in indexed journals and conference proceedings, communications (oral or posters) at conferences and seminars (0-3 points);
- v) Participation in research projects and ability to carry out R&D activities (0-3 points).
8.4. Based on the CE, candidates will be ranked, followed by a selection interview for candidates who obtain an AC score of 15 or higher. The interview, carried out either in person or electronically, expresses quantitatively from 0 to 20 values, corresponding to the addition of the values obtained in the following criteria:
- a. Interest, motivation and attitude (0 to 5 values);
- b. Autonomy and initiative (0 to 5 values);
- c. Adaptability (0 to 5 values);
- d. Expression and verbal fluency (0 to 5 values).
8.5. The classification of each candidate will be obtained by weighting the CE (50%) and the interview (50%). The final score of each candidate will be decided by a simple majority of the jury members. If the interview is not carried out, the final classification will correspond to that of the CE.
8.6. Ordered List of Final Classification: all candidates admitted to the competition will be ranked based on the final score according to the classification assigned by the jury.
8.7 The jury members will conduct the necessary meetings to reach the final decision, documenting in minutes all the procedures used, as well as all the elements considered relevant for the final decision. If there are no worthy applications, the jury may decide not to award this scholarship.
9. Communication of results
At the end of the evaluation process, candidates will be notified, to the email address indicated in the application, of the ordered classification list, within 5 working days, followed by the hearing process for interested parties, in accordance with article 12th of the Research Scholarship Regulations from FCT, I.P.. Within the scope of the scholarship award procedure, if the approved final classification list contains a number of approved candidates greater than the number of scholarships to be filled, a “selection reserve list” is created, which corresponds to the approved final classification list. which may be used when there is a need for occupation, due to the withdrawal of the selected candidate, following the terms of the Administrative Procedure Code, to be used during the project's eligibility period.
10. Homologation
After the conclusion of the process of hearing interested parties and its assessment by the competition jury, the final decision of the jury will be proposed for approval by the Board of Directors of IPMA, IP.
11. Submission of applications
11.1 The application for the research grant is formalized by sending, to the email candidaturas.bolsas@ipma.pt, the application form available at: https://www.ipma.pt/export/sites/ipma/bin/docs/organizacionais/IPMA-FORMULARIO-CANDIDATURA-CC-v1.0.pdf, along with the following documents:
- a) Copy of the identification document;
- b) Copy of the permanent residence certificate, permanent residence permit or long-term resident status, if applicable;
- c) Documents proving the conditions required for the respective type of scholarship, including a copy of the diploma(s) attesting the Academic Degree, recognized by a Portuguese University, if they were obtained abroad;
- d) Curriculum vitae of the candidate, updated, detailed and signed, specifying the information described in point 8.3 of this notice, as well as the suitability of the planned work program (item 3);
- e) Letter of motivation;
- f) Copy of the evidence relating to professional experience and/or training, including letters of recommendation, proof of courses or internships completed;
- g) Updated document proving the professional status, indicating the nature of the relationship and functions, which may be replaced by a declaration of honor if the candidate does not carry out any professional activity or service provision;

The reference to the scholarship competition IPMA-2026-015-BIPD must be indicated in the subject of the application email.
If it is not possible to obtain the certificates mentioned in point c) and g) by the end of the application period, the applicant shall replace them with declarations of his responsibility with the corresponding content, submitted electronically and, in case of scholarship granting, send to IPMA, IP the official certificates, before the conclusion of the scholarship contract.
11.2 The submission period of applications will take place between 4th August, 2026 and 31st August, 2026 (20 working days).
