Position Highlights

This position will manage the specific needs of the Executive Team and manage support personnel working with STP (Space Telescope Project) to access resources, request information, monitor fiscal and risk management activities, space requirements, task orders on a day-to-day basis. Oversees daily operations and coordinates activities of project, determines priorities and monitors and approves project expenditures.

Duties & Responsibilities

  • Support Steward Observatory Resource meetings with current and forecast reporting of resource needs and availability.
  • Work with STP and SO directorate to deconflict resources as needed. Including impact assessment on any portion of work. (What if analysis)
  • Establish and maintain monthly management reports on schedule performance, risk, change, anomaly, and cost performance using - Smartsheet database or other industry standard tool with real-time visualization.
  • Manages and track all procurement for STP. This is currently expected to be approximately $50M for the first mission and could grow for the second mission. In this role, the Program Manager will identify possibilities for procurement, select vendors based on schedule and budget and the program requirements.
  • This person will oversee a team of people who place Pos inspect and incorporate all materials throughout the program through the development of a STP inventory tracking system. This person will be responsible for money/budget, people and hardware.
  • As resource program manager, they will also be responsible for the schedule management of the project where the person works with each IPT lead to identify risks to schedule or cost to inform the directorate. This person is therefore responsible for Program planners, shipping and receiving, as well as customer reporting of risks, schedules, and internal reporting of costs. The resource manager will also track computers/ servers and licenses to ensure correct costing and identify needs.
  • Administrator to Smartsheet for STP, responsible for set-up and maintenance of Smartsheet and Resource Management by Smartsheet for STP.
  • Provide training for IPT leads and management for Smartsheet tools and reporting.
  • Ensure Smartsheet and gitlab remain in sync such that task progress is correctly represented in Smartsheet.
  • Establishment and maintenance of system to track deliverable, test equipment, and consumable program materials including drawing configuration, required certification(s) and materials, vendor selection and rating, tracking materials at UA through receiving /cleaning/kitting and sending hardware to the appropriate IPT and location across UA.
  • Ensure material documentation for any End Item Data Packages.
  • Track cost of materials versus planned cost and identify opportunities for cost savings.
  • Support of procurement activities for Drake Building and Space Telescope Programs.
  • Monthly budget assessment for each task order/contract including current and inception to data costs, costs by element of costs, and support cost forecasting for all task orders/contracts.
  • Plans and leads work of multiple staff members from students to senior engineers and researchers. Provides training, direction, task assignment, enforce policy, performance evaluations, pay decisions and recruitment. Support the overall structure of the STP.

Knowledge, Skills, and Abilities:

  • Ability to support PO management and reporting.
  • Attention to Detail.
  • Understanding of ISO standards for supply chain - STP is based on these and other standards.

Minimum Qualifications

Bachelor's degree or equivalent advanced learning attained through professional level experience required. Minimum of 5 years of related work experience, including 2 years of managerial experience, or equivalent combination of education and work experience. Must be able to be approved for access to ITAR/EAR information.

Preferred Qualifications

Master's degree in engineering or business. Extensive/ Expert experience in Smartsheet. Experience in Supply Chain Management.
