Palo Verde College is a publicly supported 2-year college located in the beautiful Southeastern California desert. Yearly enrollment is approximately 7,000 students (full and part-time).

LOCATION

Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California. The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley. Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area. Boating, fishing and hunting attract many tourists. The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border. The valleys great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.

NATURE OF THE POSITION

Under the supervision of the Dean of Instruction, or designee, plans, organizes, coordinates and implements the activities of the California Adult Education Program (CAEP) and collaborates with the Palo Verde River Consortium (PVRC) to ensure that program goals, objectives, outcomes and deliverables are completed within established timelines; plans and conducts community outreach efforts to promote awareness of programs; oversees the distribution of program materials and calendars; coordinates and provides support for the development of noncredit programs and Credit for Prior Learning (CPL). The Project Coordinator of Adult Education builds and maintains relationships within the community, emphasizing developing workforce skills and transitioning students into college pathways; aids in promoting a work culture that values diversity and demonstrates the delivery of exemplary customer service, innovation, and quality services in accordance with the vision, mission, and values of the Palo Verde Community College District.

Examples of Duties

DUTIES AND RESPONSIBILITIES

  1. Plans, organizes, coordinates and implements the activities of the PVC Adult Education program to ensure that program goals, objectives, outcomes and deliverables are completed within established timelines.
  2. Collaborates with faculty discipline experts in the development of noncredit courses and programs leading to certificates and degrees.
  3. Collaborates with faculty discipline experts and provides support to them in developing curriculum and pathways; and assists to identify and implement new CPL opportunities.
  4. Oversees, coordinates and ensures accreditation standards and campus policies and processes regarding initiatives on CPL.
  5. Plans and conducts community outreach efforts to promote awareness of Adult Education programs; fosters growth of community relations and increase student participation in Adult Education and CPL programs.
  6. Monitors PVC Adult Education program budgets and in the preparation of reports of goals, outcomes and deliverables to program stakeholders.
  7. Serves as a liaison between Student Services and Instruction to promote Adult Education and CPL, ease the student process, collect data and designate CPL on transcripts.
  8. Prepares and maintains a variety of reports, records and files related to PVC Adult Education assigned activities.
  9. Assists in developing training plans for staff members to support program initiatives.
  10. Communicates with other administrators, personnel, students, community partners and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.
  11. Provides complex support to the assigned administrator to improve efficient and effectiveness of services provided.
  12. Provides information and supports student success for our diverse student population.
  13. Maintains knowledge of relevant and current State, federal, and district policies and regulations, and assures that site operations and personnel are in compliance with funding guidelines.
  14. Coordinates specialized projects as assigned.
  15. Travels to off-site locations.
  16. Accurately interprets, explains, and implements compliance with all District, State, and Federal standards, requirements, laws, codes, rules, regulations and policies.
  17. Operates a computer and assigned software programs; operates other office equipment as assigned; drives a vehicle to conduct work as assigned.
  18. Attends, schedules, and conducts a variety of meetings as assigned; plans and coordinates special events and ceremonies.
  19. Creates a welcoming and inclusive work and educational environment; implements, supports initiates and participates in activities to increase diversity and equity and promotes a. culture of inclusiveness, respect, and belonging; serves as an advocate of diversity, equity, inclusion, accessibility, and culture
  20. Performs other duties as assigned.

Educational/Experience Qualifications

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF:

  1. Planning, organization, coordination and implementation of non credit and not for credit courses and programs.
  2. Credit for Prior Learning initiative and implementation with CCC and the California MAP Initiative.
  3. Grant program goals, objectives, outcomes and deliverables.
  4. Oral and written communication skills.
  5. Principles and practices of supervision and training.
  6. Grant management and compliance with requirements.
  7. Community relations and outreach techniques.
  8. Familiarity with community outreach, adult education, workforce development, and career counseling.
  9. Understanding of workforce development and career counseling principles.
  10. Applicable laws, codes, regulations, policies and procedures related to Adult Education and CPL.
  11. Leadership and management techniques and practices.
  12. Interpersonal skills using tact, patience and courtesy.
  13. Operation of a computer and assigned software.

ABILITY TO:

  1. Perform a variety of specialized duties in the planning, organization, coordination and implementation of Adult Education programs.
  2. Communicate effectively both orally and in writing.
  3. Accurately interpret, apply and explain rules, regulations, policies and procedures.
  4. Establish and maintain cooperative and effective working relationships with others.

  6. Train, supervise and evaluate the performance of assigned personnel.

  13. Prepare comprehensive narrative and statistical reports.

MINIMUM QUALIFICATIONS

  1. Associates degree from an accredited college or university or the equivalent.
  2. Two years (2) of related experience.
  3. Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, gender identity, sexual orientation, disability, and socio-economic backgrounds of students, faculty, administrators, and personnel.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS

  1. Ability to hold and maintain a valid drivers license.

PREFERRED QUALIFICATIONS

  1. Bachelors degree in a related field from an accredited college or university.
  2. Knowledge of the California Education Code, Title 5, Chancellors Office administrative procedures, Federal law and regulations and other legal parameters that affect the policies and practices of the student success and assessment operations of the District.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

  1. The physical demands and work environment are typical of an administrative job in an office environment.
  2. The incumbent must be able to perform the essential functions of the job, with or without a reasonable accommodation.
  3. This position conducts routine visits to all service locations, including California Department of Corrections and Rehabilitation (CDCR) facilities, Palo Verde Colleges Needles Center, and local high schools.

CLASSIFICATION/SALARY

  1. This is a Classified Management position.
  2. Row 3 of the Districts Administrator/Management/Confidential salary schedule with placement appropriate to experience.
  3. The District offers an attractive package of fringe benefits including medical, prescription, dental, vision and life insurance.
  4. This position is contingent upon continued categorical funding.

Substitutions for meeting the minimum qualifications are allowed for this job posting. Substitutions are allowed for education and professional experience. Substitutions will be processed as follows:

Education:

  1. 24 semester units equates to one (1) year of college level course work; OR

  3. 48 semester units equates to two (2) years of college level course work; OR
  4. An Associates degree; OR
  5. Two (2) years of professional experience
  6. 96 semester units equates to four (4) years of college level course work; OR
  7. A Bachelors degree; OR

Professional Experience:
