Essential Duties and Responsibilities
The Project Manager is responsible for the planning, coordination, implementation, and oversight of the Texas Broadband Workforce Grant at Laredo College. This position ensures successful execution of grant objectives, compliance with funding requirements, achievement of annual performance metrics, and coordination with internal departments and external partners. The Project Manager plays a critical role during the start-up phase, including personnel onboarding, curriculum acquisition, equipment procurement, program launch, and reporting. This is a grant funded position
Characteristic Duties and Responsibilities
- Plans, coordinates, and oversees all activities related to the Texas Broadband Workforce Grant, including program development, start-up, implementation, and ongoing operations.
- Serves as the primary point of contact for the grant and ensures compliance with all federal, state, and institutional requirements, timelines, and performance measures.
- Coordinates the hiring, onboarding, and support of grant-funded personnel.
- Oversees curriculum acquisition, instructional resources, and equipment procurement necessary for broadband workforce training programs.
- Monitors grant budgets and expenditures in coordination with fiscal staff to ensure alignment with approved budgets and procurement policies.
- Develops and manages participant recruitment, application intake, enrollment processes, and cohort coordination for training programs.
- Tracks participant progress, certifications, completions, and employment outcomes to support grant reporting and continuous improvement.
- Establishes and maintains partnerships with employers, industry representatives, workforce agencies, and community organizations to support program relevance and workforce placement.
- Coordinates employer engagement activities, including apprenticeships, internships, job fairs, and other work-based learning opportunities.
- Coordinates outreach and program awareness efforts in collaboration with College marketing and community partners, including press conferences and informational sessions.
- Ensures accurate documentation and maintenance of grant, outreach, and participant records to support monitoring, audits, and reporting requirements.
- Prepares and submits required programmatic and compliance reports to the funding agency in a timely manner.
- Represents Laredo College at meetings, site visits, and workforce development events related to broadband initiatives.
- Perform other duties assigned by the Dean of Community Education, Provost/Vice President of Academic Affairs, Associate Provost/Vice President of Academic Affairs and/or President.
Qualifications/Certifications/Licenses/Skills

Required:
- Bachelors degree in Business Administration, Public Administration, or Project Management.
- Minimum of three (3) years of Full-Time experience in project management, grant administration, workforce development, or program coordination.
Preferred:
- Experience managing state or federally funded grants, managing budgets, timelines, and performance metrics.
- Project Management Professional (PMP) or similar certification.
Knowledge, Skills and Abilities
- Knowledge of employer engagement strategies, and grant compliance requirements.
- Strong project management, coordination, and organizational skills.
- Ability to build and maintain effective working relationships with employers, partners, and community stakeholders.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Office applications and data tracking systems.
- Analytical, problem-solving, and record-keeping skills.

Work Environment
Work is performed in a standard office environment. Work inside a well-lighted and air-conditioned area most of the time. The noise level in the work environment is usually quiet to moderate.
