Position Summary

Located 45 minutes from the Nations Capital, nestled in a history-rich community of southern Maryland, The College of Southern Maryland (CSM) has been twice named in the top 150 community colleges by the Aspen Institute with academic programs in over 100 disciplines. The individual in this position is responsible for the overall protection of life and property at the assigned campuses by reviewing campus needs, planning, through regular patrols and daily contact with members of the campus community. The Sergeant will, in conjunction with the Executive Director of Public Safety and Preparedness and the Lieutenant of Public Safety, develop plans and processes that are tailored to the needs of the assigned campus but consistent with college-wide processes, needs and department goals and needs. The Sergeants are expected to conduct their day-to-day work with little to no direct supervision, independently solve problems, establish priorities, and handle emergencies, including potentially dangerous situations.

Reports to: Executive Director of Public Safety and Preparedness

The hiring salary for this position will be from the min to mid-point of the salary range advertised. This position is open until filled.

Specific Duties and Responsibilities

25% Supervision and Leadership

  • Schedules patrol services by Public Safety Officers to provide coverage at designated campus.
  • Ensures proper distribution of assignments, adequate staffing, and minimization of overtime consistent with law and department needs.
  • Assist the Executive Director in leading and supervising a team of campus safety officers, providing guidance, support, and performance evaluations.
  • Assist the Executive Director in managing the overall patrol function on all campuses by Public Safety Officers to provide coverage at designated campus.
  • Assist the Executive Director in ensuring proper distribution of assignments, adequate staffing, and minimization of overtime consistent with law and department needs.

10% Emergency Response Coordination

  • Coordinate with local law enforcement, fire departments, and emergency medical services during emergencies.
  • Assist the Executive Director in conducting regular emergency drills and simulations.
  • Assist the Executive Director in campus-specific emergency preparedness, training and implementation.
  • Regularly inventories the campus emergency operations center to ensure that all supplies are ready and available.
  • Assists with coordinating emergency management planning for the designated campuses.
  • Participates in unique analytical assignments, in conjunction with the Executive Director and designated others, such as updating and revising the Emergency Operations Plan, reviewing the Automated External Defibrillator program, writing and reviewing Special Operations planning for events, and conducting inspections and drafting reports regarding risk and safety hazards.
  • Assists with campus-specific emergency preparedness, training and implementation.

15% Safety Protocols and Training

  • Assist the Executive Director in developing, implementing, and enforcing campus safety policies and procedures.
  • Organize and conduct safety training sessions for students, faculty, and staff.
  • Promote awareness of safety practices and protocols within the campus community.
  • Provides crime prevention and personal safety information and training on an informal basis for students and employees during other duties. Provides such information and training on a formal basis in conjunction with the activities of the Executive Director of Public Safety and Preparedness Department.
  • Analyzes campus needs and develops strategies and plans to improve public safety. Provides recommendations to the Executive Director of Public Safety and Preparedness for the improvement of public safety and crime prevention operations.

15% Incident Management

  • Respond to and manage on-campus incidents, including criminal activity, medical emergencies, and fire alarms.
  • Conduct thorough investigations and compile incident reports.
  • Maintain accurate records of incidents and actions taken.
  • In conjunction with the Executive Director, plans, coordinates, supervises and evaluates emergency drills on all campuses.

15% Community Engagement

  • Foster positive relationships with students, faculty, staff and visitors.
  • Participate in campus events and activities to promote safety awareness and education.
  • Serve as a liaison between the campus safety department and the college community.
  • Acts as a key facilitator in promoting the departments client-centered public safety approach. Engages in formalized campus-oriented problem-solving and crime prevention measures whenever possible.
  • Utilizes collaborative partnerships to identify and reduce internal and external threats.

10% Patrol and Security Systems Management

  • Monitors video coverage of the buildings and parking lots and reviews footage as needed.
  • Employs a variety of proactive patrol techniques and strategies to improve the safety and security of persons and property.
  • Investigates serious crimes on campus to include assaults, harassment, vandalism, theft and accidents.
  • Ensure regular testing and updating of security systems to maintain effectiveness.

10% Compliance and Reporting

  • Responsible for ensuring that each campus is in compliance with departmental and college policies, as well as local, state and federal laws and regulations.
  • Responsible for assisting with college compliance with the Campus Security Act regarding timely warnings and campus crime logs, in coordination with the Executive Director of Public Safety and Preparedness.
  • Ensure compliance with federal, state, and local regulations related to campus safety and security.
  • Prepare and submit required safety reports and documentation.

Additional Duties:

  • Performs other related duties as assigned by the Executive Director or designee.

Minimum Education and Training

Required Education and Experience:

  • High School Diploma Required
  • 5 years of increasingly responsible law enforcement/security experience

Preferred Education and Experience:

  • Associate degree (or higher) from a regionally accredited institution in criminal justice or a related field required.
  • Certification in first aid, CPR, and AED; additional certifications in campus safety and emergency management.
  • 2 years of supervisory experience

Licenses, Certifications, or Additional Requirements:

  • FEMA IS100, IS200, IS700, IS800

Minimum Qualifications and Standards Required

Knowledge, Skills, and Abilities:

  • Must possess a valid drivers license and meet all eligibility requirements to drive a college vehicle and be insured under the colleges automobile insurance
  • Must be able to lift and carry at least 50 pounds
  • Must be capable of responding to and traveling to any college facility for unexpected events or emergencies that may occur at any time and any day.
  • Ability to resolve issues/problems in a manner that exceeds college expectations.
  • Ability to maintain accurate records of activities within approved database.
  • Excellent verbal, written, and reporting communication skills.
  • Demonstrate excellent work ethic and integrity.
  • Ability to work autonomously and as a team member.
  • Ability to work a varied work schedule required.
  • Strong organizational and administrative skills.

PHYSICAL DEMANDS

The work may require exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Role of Public Safety Sergeant is in a community college setting.
