Position Purpose
In accordance with College policies and procedures, the Sourcing Manager is responsible and provides support for the procurement goods and services. This role blends traditional contracting and sourcing responsibilities (contracting analysis and negotiation, leading RFPs, etc.) with a strong emphasis on stewarding and leading procurement system utilization and management and leading technology‑enabled process improvement.

Bachelors plus 6 or more years' experience or combination of education and experience

- Bachelor’s degree in supply chain, Business or related field preferred.
- Seven plus years experience with contracting and sourcing.
- Experience in reviewing and redlining contract terms and conditions.
- Experience leading sourcing events, negotiating contracts and managing supplier relationships for a variety of categories.
- Experience supporting systems and process improvements.
- Experience using Excel and other reporting tools.
- Experience drafting and negotiating legal agreements.
- Strong analytical skills with close attention to detail.
- Demonstrated understanding and working knowledge of applicable commercial, legal terms.
- Exceptional communication, presentation, and interpersonal skills.
- Working knowledge of contract law.
- Mature judgment, planning and problem solving skills.
- Excellent organizational skills and ability to take initiative, manage projects, balance competing demands, and make decisions under pressure.
- Fosters respectful communication and collaboration within a diverse community.
Preferred Qualifications
- Professional certifications such as CPM or CPSM a plus.
- Working in a decentralized, Higher Ed environment a plus.
Key Accountabilities
Contract Management (40%)
- Reviews complex solicitations and prepares specialized and/or non-routine responses for proposals, bids, and contract modifications.

- Partners with the Sourcing Team and the Office of the General Counsel to draft and negotiate complex legal terms...
- Partners with RICS and IT Security to establish contractual controls related to insurance, cyber security, accessibility, etc.
Systems & Technology Ownership (25%)
- Serves as a functional lead for procurement and sourcing systems (e.g., contract management platform).
- Troubleshoots system issues, coordinates testing, and supports end‑users with training and documentation.
- Identifies opportunities to automate manual processes and improve workflow efficiency through technology and best practices.
- Collaborates with relevant internal and external partners to implement system enhancements, integrations, and upgrades.
Strategic Sourcing (15%)
- Develops and executes sourcing strategies across various categories to deliver cost savings, quality improvements, and supply continuity.
- Partners with internal stakeholders (risk, OGC, IT, etc.) to align sourcing/contracting initiatives with risk tolerance.

Process Improvement & Governance (10%)
- Standardizes sourcing processes and ensures compliance with procurement policies.
- Supports adoption of best practices in sourcing analytics, category management, and supplier collaboration.
- Ensures sourcing activities comply with institutional policies, grant requirements, and applicable state/federal regulations.
- Supports risk management efforts, including supplier risk assessments, contract compliance, and business continuity planning.
- Leads or participates in cross‑functional initiatives focused on operational excellence, digital transformation, and procurement modernization.
- Promotes consistent sourcing practices across decentralized campus units while supporting their unique needs.
General Support (5%)
- Communicates with vendor representatives promptly and respectfully...

- Represents the Procurement Department and promotes positive relationships with students, faculty, staff and vendor representatives.
Professional Development (5%)
- Leads formal and ad-hoc training for various audiences to build knowledge of legal terms and conditions.
- Leads training on procurement systems and processes to various audiences.
- Remains updated on new terms and conditions to inform members of the Sourcing Team where appropriate.
