The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a Sr. Program Manager - City Data Alliance to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.
The Sr. Program Manager - City Data Alliance plays a critical role in our organization to provide strategic oversight and guide execution of program focused direct technical assistance and coaching, training, and resources to cities focused on improving resident outcomes with measurable impact through data and performance management practices.
Particularly, this role will be critical in delivering the Bloomberg Philanthropies City Data Alliance program with participants across the US, Canada, and Latin America. This role will provide direct support in the design and delivery of the City Data Alliance program - liaising between GovEx’s team who provide coaching and technical assistance and internal partners (e.g, learning specialists, analysts, subject-matter experts), as well as to external partners across the Bloomberg Philanthropies network, the Johns Hopkins University, and beyond. The Sr. Program Manager - City Data Alliance, will manage the portfolio of activities integral to the success of the City Data Alliance program including, but not limited to communicating program updates and outcomes through regular reporting, maintaining alignment with program timelines and intended outcomes, and contributing to program improvement and continuous development.
Since 2015, GovEx has supported over 10,000 public sector leaders in 37 countries, and over 568 cities, counties, and states by providing coaching and technical assistance; research and analytics; training and capacity building; and human resource support. Specific Duties and Responsibilities
Strategic Program Leadership and Delivery
- Lead the design, execution, and continuous improvement of the City Data Alliance learning, coaching, and technical assistance portfolio in alignment with GovEx’s mission, funder expectations, and evolving public sector needs.
- Provide strategic oversight of program design, delivery, and evaluation, including development of timelines, milestones, and resource allocation plans.
- Identify opportunities to scale impact, strengthen program delivery, and improve outcomes through innovation, partnerships, and evidence-informed adaptations.
- Monitor program performance, risks, and dependencies, and implement corrective actions to ensure successful delivery and measurable impact.
- Assess client needs and strategically deploy internal subject matter experts or external partners to deliver high-quality support.
Program Operations, Quality, and Impact
- Oversee end-to-end program operations across cohort cycles, ensuring strong project management, cross-functional coordination, and consistent quality standards.
- Guide the development and use of theories of change, performance metrics, and impact narratives in collaboration with partners and evaluators.
- Ensure compliance with funder, institutional, and regulatory requirements, including timely and accurate reporting.
- Manage the content design and development process in collaboration with program leadership, learning specialists, and internal and external experts.
- Plan and support delivery of virtual and in-person program activities, including convenings, trainings, and retrospectives to capture learning and inform improvements.
- Partner with internal teams responsible for curriculum, communications, evaluation, and knowledge management to support coherent program execution.
Stakeholder Engagement and External Representation
- Build and sustain strong relationships with city leaders, philanthropy, partner organizations, academic collaborators, and other key stakeholders.
- Serve as a primary representative of GovEx and the City Data Alliance, along with the Sr. Director of Programs, to external audiences, including governments, funders, and sector leaders.
- Communicate program progress, outcomes, and challenges clearly and consistently to internal leadership and external partners.
- Coordinate collaborative program design and delivery with partners, managing expectations and ensuring alignment with shared goals.
- Collaborate with the Communications team to amplify program impact through written and multimedia products.
Team Leadership & Organizational Contribution
- Provide leadership, mentorship, and performance management for program contributors.
- Assign staff, in coordination with appropriate center leadership, to projects, set clear goals, and ensure accountability to program objectives and timelines.
- Partner with center leadership to develop and implement strategies for upskilling and reskilling program staff.
- Contribute to broader GovEx strategic planning and organizational decision-making as a senior program leader.
Special Knowledge, Skills, & Abilities
- Demonstrated expertise in leading complex, multi-stakeholder programs from design through delivery, evaluation, and refinement.
- Strong understanding of local and state government operations, with direct experience working in or alongside public sector organizations.
- Working knowledge of data, performance management, research, evaluation, and analytics as applied in government contexts.
- Ability to synthesize qualitative and quantitative information into clear insights, decisions, and compelling narratives for diverse audiences.
- Proven ability to manage and influence complex relationships with funders, partners, clients, and senior leaders.
- Excellent written and oral communication skills, including experience with reporting, facilitation, training, and public speaking.
- Strong organizational and project management skills, with the ability to prioritize effectively and adapt as conditions and priorities change.
- Experience supporting or leading program evaluation, impact storytelling, and grant or funder reporting processes.
- Demonstrated people leadership skills, including coaching, mentoring, and developing high-performing teams.
- High degree of judgment, initiative, and professionalism in representing an organization externally.
Minimum Qualifications
- Master's Degree in Finance, Business or related field.
- Five years of related experience, with at least three years managing staff.
- Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Eight (8) years related experience around program management and development.
- Eight (8) years working experience around data and performance practices with and/or within government, in public policy, public administration, or a related field, particularly within local or state governments at the leadership capacity.
- Experience managing data in Airtable.
- At least five years of experience working in public policy, public administration, or a related field, particularly within local or state governments.
