Position Summary:

Supervises and directs campus energy facilities operations, activities and employees. Responsible for the operation and maintenance of energy facilities, utility systems, and related campus distribution systems. Maintains regulatory compliance of campus energy facilities, utilities systems and related activities. Must have the ability to be on-call and be able to respond to emergency situations in a timely manner.

Required Qualifications:

  • High School diploma or GED.
  • Five years of work experience in energy facility operations, operating and maintaining high pressure boilers and critical alarms.
  • Possession of a commercial pesticide applicators certification in Category 5B, Cooling Towers (Microbial Pest Management), from the State of Michigan, or must be obtained within one year of hire.
  • Possession of a Storm Water Operator certification, from the State of Michigan, or must be obtained within one year of hire.
  • Possession of a valid driver’s license.
  • Demonstrated technical knowledge of materials, tools and equipment for the maintenance and repair of University energy facilities and utility systems.
  • Demonstrated ability to lead, organize, and direct work activities.
  • Ability to maintain records (electronic and hardcopy) and make reports for such records.
  • Knowledge of water chemistry related to high pressure boilers and cooling tower operations.
  • Ability to work with and learn computer software applications.
  • Demonstrated positive interpersonal skills.
  • Demonstrated ability to communicate effectively and project a positive image.
  • Ability to respond to unscheduled utility outages.
  • Ability to perform the essential functions of the position with or without reasonable accommodation.

Preferred Qualifications:

  • Five years of work experience operating steam and gas turbines, absorption and electric chillers, monitoring power generation and electrical distribution, and co-generation.
  • Two years of supervisory experience, preferably in a unionized environment.

Duties & Responsibilities:

  • Responsible for the operation, maintenance, troubleshooting, and repair of campus energy facilities’ equipment and utility systems. This includes but is not limited to high pressure steam boilers, absorption and centrifugal chillers, diesel, steam and gas turbine-driven electric generators, water treatment systems, cooling towers, compressed air systems, and related equipment.
  • Directs and supervises the energy facility staff, ensuring 24/7/365 staffing of the energy facilities and utility systems for operations, oversight, immediate action, and maintenance and repair, guaranteeing safe operation of the facilities and ensuring reliable utility systems are provided to campus.
  • Directs and conducts routine inspection, repair, and operation of steam, chilled water, condensate, and compressed air utility distribution systems, typically in underground utility tunnels.
  • Conducts technical oversight and assessment of energy facility operations, reviewing operational data, system chemistry reports, and skilled trades and contractor suggestions. This includes making recommendations to improve energy facilities and utility systems performance and reliability.
  • Develops requirements to ensure the seamless operation of the energy facility. This includes scheduling work, obtaining contractor support services, and providing oversight and direction of work to ensure successful energy facilities maintenance, repair, and operation.
  • Ensures the collection and reporting of daily weather observations to maintain awareness of weather forecasts and prepare energy facility operations to meet forecasted demands.
  • Coordinates energy facility operation and maintenance with skilled trades staff related to interconnected equipment and distribution systems across the campus.
  • Leads the planning and coordination for scheduled utility shutdowns. This includes responding to campus stakeholders for all scheduled and unscheduled utility outages.
  • Maintains records (electronic and hard copy) related to energy facilities and utility operations, which includes but is not limited to steam, chilled water, electricity, fuel, feed water, chemicals, and regulatory requirements.
  • Oversees the regulatory affairs, inspections and compliance for the energy facility, utility systems and other related facilities. This includes maintaining cordial relations and engaging in effective communications with local/State/Federal regulatory officials along with coordinating and responding to state and federal inspections.
  • Conducts all required regulatory reporting, including Federal, State, and County stormwater, air permitting, stack testing, fuel usage, and power generation.
  • Organizes and implements preventative maintenance programs for all energy facility and utilities equipment and schedules work for energy facility systems. This includes natural gas turbines, electrical generators, uninterruptible power supplies, generators, stack testing, controls and calibrations, water softeners, reverse-osmosis water systems, pumps, valves, boilers, chillers, and associated systems.
  • Serves as the primary point of contact for contractor activities impacting energy facilities and utility systems. This includes the identification and documentation of requirements for contractor support, working directly with engineers, program managers, and contracting staff to obtain contractor support, and addressing conflicts between energy facility operations and contractor activities to ensure the seamless operation and delivery of campus utility services.
  • Initiates, evaluates, estimates, and schedules work assignments.
  • Manages the campus steam trap maintenance program.
  • Recommends and implements cost savings ideas.
  • Provides input on long range improvements and projects for the campus energy facility and utilities systems.
  • Maintains awareness of the campus academic calendar including activities, events, and programming to ensure that campus utilities are provided appropriately, responses to energy facility anomalies are timely, and system outages are properly scheduled to ensure minimal impact to university operations.
  • Performs other duties as assigned.
