Job Description
PURPOSE AND SCOPE: The Accountant III, Grants performs and supports the post-award Financial, Accounting and Budget requirements and activities to comply with Uniform Guidance, government and LSC rules and regulations. Performs comprehensive detailed analyses and monitoring of grant expenditures for "allowability" and recovery to LSC from grantor agencies. Manages cash flow to LSC for recovery of grant expenditures through cash draws and timely submission of reports to grantor agencies. Serves as a financial point of contact for grant program teams and others associated with grant awards.
ESSENTIAL JOB FUNCTIONS:
- Apply comprehensive knowledge of federal, state and local grantor agency and regulatory compliance requirements, and LSC policies to provide regular subject matter expertise to LSC grant program teams.
- Host financial meetings through the grant award life cycle, collaborating with LSC grant program team to design and continuously monitor project costing and budget tracking for complex, rule-driven grant awards to maximize utilization of the grant's monetary award.
- Perform real-time comprehensive data analysis and detailed evaluation of grant award expenditures in the General Ledger, Subsidiary Ledgers and other LSC systems to ensure "allowability" in accordance with grantor rules.
- Calculate complex indirect cost (IDC) allocations and record both IDC and other cost allocations to re-classify costs out of LSC operating funds and charge the grant award, as appropriate.
- Actively monitor awards and sub-recipient agreements while simultaneously liaising with LSC grant program team for compliance with grant award specifications and required documentation.
- Calculate and prepare timely cash drawdowns from grantor agencies for cash reimbursement to LSC for grant awards.
- Complete accurate and timely detailed expenditure and other financial regulatory reports as provided and required by grantor agencies for award tracking and cash reimbursement to LSC.
- Close-out grant awards with cumulative financial and compliance analysis for the entire grant award life cycle to submit accurate final reports to grantor agency.
- Prepare audit and financial grant desk reviews and schedules for internal and external purposes, and provide supporting documentation for audit requirements.
- Responsible for other reasonable, related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Broad knowledge of general accounting principles, practices and procedures.
- Experience with Microsoft Applications such as Excel, Word, PowerPoint, etc.
- Excellent verbal and written interpersonal and communication skills.
- Attention to detail.
- Must be deadline oriented.
- Initiative and analytical skills are mandatory.
- Knowledge of ERP system applications, modules and functionality, e.g. PeopleSoft, Oracle, SAP or equivalent ERP system.
- Ability to analyze data and interpret detailed information and convert to knowledge-based reports and recommendations.
- Must have the ability to monitor, analyze, and create reports for multiple grants as assigned.
- Must be customer service focused.
PHYSICAL ABILITIES:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
WORK SCHEDULE AND CONDITIONS:
Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, phone and other general office equipment. Interface with internal and external contacts as needed to carry out the functions of the position. Work is performed in a climate-controlled office with minimal exposure to safety hazards. Periodic travel to LSC campus locations.
REQUIRED QUALIFICATIONS:
- Bachelor's degree and at least 3 years of experience, or an equivalent combination of education and experience.
- Bachelor's degree in Accounting, Business Administration (with an emphasis in Accounting), or Finance.
PREFERRED QUALIFICATIONS:
- Experience with querying systems and databases.
- Experience with financial audits.
- Experience with reporting and data analysis.
Salary:
Hiring salary range is $48,152 - $55,375.
