Job Profile Title: Manager, Facilities
Job Description Summary: The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations, and Maintenance.
The University of Pennsylvania is implementing a campus transformation entitled Penn Connects. This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. In addition, the University has secured $300M in Century Bond funding and continues to upgrade existing facilities over the coming years. https://www.facilities.upenn.edu/
Job Description:
Reporting to a Facilities & Real Estate Services (FRES) department of Operations & Maintenance (O&M) Director for Facilities Services, serve as liaison between FRES O&M and the University community for facilities related issues. Maintain and develop strong customer relations while managing multiple priorities and developing service levels in coordination with the assigned Penn Schools and Centers. Constantly monitor the condition of the assigned campus facilities, performance of the various building systems, and O&M related services. Work collaboratively with O&M Trades, Housekeeping, Grounds, and Engineering groups and propose initiatives to optimize the efficiency and effectiveness of the department's services. Manage assigned O&M vendor contracts and contracted work, work with service providers to address customer needs, and provide high level cost estimates for projects when needed. Participate in all phases of capital construction projects to ensure that buildings' future maintainability, energy efficiency, and daily operational needs are addressed and assure smooth turnover of newly renovated or constructed space to O&M. Maintain fiscal responsibility within established guidelines and report on variances to customer budget; including but not limited to, preparing and maintaining building level expense reports. Work collaboratively with numerous internal and external parties to identify and implement actions to achieve the energy and carbon footprint reduction and overall sustainability goals as specified by the University's Climate Action Plan. Qualifications:
- A Bachelor's degree is required for this position. Candidates with a Bachelor's degree in engineering, construction management or facilities operations & maintenance would be highly regarded.
- Candidates must have a minimum of 5-7 years of proven experience, preferably in an academic or similarly complex environment. Candidates without a Bachelor's degree can still qualify by demonstrating an equivalent combination of education and experience in areas relevant to the role.
- Proven knowledge of commercial building systems and their operations in addition to general knowledge of OSHA, Building Codes, Project Management, Contracting and Project Estimating.
- Experience in the coordination of activities by multiple stakeholders to include architects, engineers, contractors and in-house personnel.
- Demonstrated ability to exhibit good judgment and be able to manage multiple priorities in a fast-paced, diverse environment.
- Demonstrated excellent interpersonal, written/verbal communication, and organizational skills.
- Strong financial and analytical skills.
- Proven record of providing excellent customer service skills.
- Knowledge of basic computer software (Microsoft Office)
- Familiarity and experience in a unionized labor environment desirable.
- This position will require the individual to be on-call 24/7.
