Associate Vice-President (Human Resources)
The University of Manitoba is seeking an Associate Vice-President (Human Resources) to lead a multi-faceted team in HR Client Services, Staff Relations, Total Compensation and HR Systems, Learning, and Organizational Development and Organizational Excellence and Change Management.
Reporting to the Vice-President (Administration), the AVP HR is accountable for establishing the strategic direction of the HR unit and leading the delivery of the university's overall HR strategy. Through a team of five Directors and 60 HR specialists, generalists, and administrative staff, they align with the UM’s Strategic Plan: Momentum to develop, implement, and administer HR programs and people-centered policies, focusing on creating a culture of belonging, well-being, and inclusion.
Key responsibilities include:
- Providing strategic direction for HR services in support of UM’s Strategic Plan, goals, and core values.
- Leveraging data-driven decision-making to mitigate risks and ensure effective HR programming.
- Leading the development of a labor relations strategy aligned with UM’s priorities.
- Ensuring HR services attract, retain, and motivate employees while fostering a culture of service excellence.
- Ensuring compliance with collective agreements, legal obligations, and emerging HR trends.
- Representing UM in forums on HR and labor relations.
- Providing leadership on diversity, equity, inclusion, and Indigenization in HR policies and programs.
- Co-developing policies on labor relations, equity, diversity, ethics, human rights, performance management, and recruitment.
- Building relationships with bargaining units and liaising with legal counsel on risk management.
- Leading performance management, employee development, retention strategies, and workforce enhancement.
- Overseeing administration of employment contracts, salaries, and benefits.
The ideal candidate is a highly respected HR leader with an undergraduate degree in HR, organizational development, commerce, or related field (preference for a master’s degree), eight+ years of HR and labor relations experience in complex, unionized environments, preferably in the public or post-secondary sector, and a CHRP designation or equivalent.
They should demonstrate strategic vision, commitment to equity, diversity, inclusion, and Indigenization, experience in leading HR modernization, and the ability to handle sensitive matters with tact. The successful candidate must have a collaborative leadership style and experience in collective bargaining, grievances, and arbitrations.
