Job Summary/Basic Function

The Director of HR Relations and Employee Development provides strategic leadership and oversight of the Human Resources Business Partner (HRBP) team, the Employee Training and Development Specialist, and the Labor Relations Contract Administration Partner. This role is responsible for aligning employee relations, organizational development, and training initiatives with the university's mission and goals. The Director ensures a cohesive HRBP strategy across the institution while also coordinating university-wide training and development programs that support employee growth, engagement, and organizational effectiveness.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, Business Administration, or related field.
  • Minimum of 10 years of progressively responsible HR experience, with at least 5 years in a leadership role.
  • Demonstrated experience overseeing HR business partner teams, employee relations, or organizational development initiatives.
  • Strong knowledge of HR policies, practices, and employment law.
  • Excellent communication, facilitation, and interpersonal skills.
  • Exceptional emotional intelligence and ability to maintain calm under pressure.
  • Proven ability to develop and implement HR strategies that align with organizational goals.

Preferred Qualifications

  • Master's degree in Human Resources, Organizational Development, or related discipline.
  • Experience in higher education or public sector environments.
  • Certification such as SHRM-SCP, SPHR, or CPLP.

Essential Functions and percent of time

60% Oversight of HR Business Partner Team

  • Provide vision, leadership, and strategic direction for the HRBP team, ensuring consistent, high-quality HR services across all divisions of the university.
  • Establish and maintain a cohesive HRBP framework that promotes proactive problem-solving, collaboration, and alignment with institutional priorities.
  • Partner with HRBPs to anticipate organizational needs, design workforce solutions, and strengthen manager capability across the university.
  • Serve as a key advisor to HRBPs and university leaders on complex employee relations issues, ensuring consistency in interpretation and application of policies.
  • Develop the HRBP team through coaching, mentoring, and performance management to foster a culture of accountability and service excellence.
  • Ensure HRBPs effectively integrate with other HR functional areas (e.g., compensation, benefits, talent acquisition, and operations) to deliver seamless, comprehensive support to leaders and employees.
  • Monitor trends, metrics, and feedback from HRBPs to identify systemic issues and opportunities for continuous improvement.

30% Training and Development Strategy

  • Oversee the Employee Training and Development Specialist, setting priorities and aligning professional development initiatives with institutional needs.
  • Collaborate with senior leadership to design, deliver, and evaluate university-wide training programs, including leadership development, compliance, and staff professional growth opportunities.
  • Ensure integration of training initiatives with HRBP support and institutional strategy.
  • Assess training effectiveness and recommend improvements based on feedback and outcomes.

10% Other Leadership Duties

  • Partner with HR functional areas (compensation, benefits, recruitment, HR operations) to ensure coordinated and comprehensive support for employees and managers.
  • Foster a collaborative and service-oriented culture within HR and across the university.
  • Stay informed on HR trends, best practices, and regulatory changes to continuously improve HRBP and training initiatives.
  • Undertake other duties as assigned to assist in maintaining operations and/or agility goals.
