Position Summary

Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a Human Resource Consultant 1 – Payroll & Time and Labor in the college's Human Resources Department.

Under general supervision this position is responsible for administering and coordinating payroll and time and labor functions for the college, while also assisting with a variety of human resources tasks. The role oversees end-to-end payroll processing, including data entry, reconciliations, vendor payments, quarterly and annual reporting, and compliance with state and federal requirements. In addition, the position supports HR operations such as onboarding, orientation, records management, employment verifications, and employee support services. This position serves as a key resource for payroll and HR procedures, provides consultation to employees and supervisors, and collaborates with HR, the Business Office, and state agencies to ensure efficient operations and compliance with applicable laws, policies, and collective bargaining agreements.

ESSENTIAL JOB DUTIES:

Payroll & Time Administration (40%)

  • Coordinates and processes semi-monthly payroll and time and labor ensuring accuracy of employee pay, leave, and deductions.
  • Reviews and reconciles payroll entries and reports to identify discrepancies; advises management on corrections and process improvements.
  • Prepares and processes adjustments such as overpayments, check cancellations, and garnishments; ensures compliance with IRS and state regulations.
  • Maintains and distributes the payroll calendar; facilitates payroll orientation sessions for new staff.
  • Provides professional consultation to employees and supervisors on complex payroll issues such as out-of-state taxation, student FICA exemptions, and sick leave buyouts.

Records, Compliance, & Reporting (25%)

  • Prepares and files quarterly and annual reports (941-tax report, L&I, PFML, W-2s, vendor payments) ensuring compliance with state and federal requirements.
  • Conducts reconciliations of payroll and benefits records (e.g., DRS, HCA, vendor deductions); investigates variances and works with external agencies to resolve discrepancies.
  • Maintains organized, confidential payroll and HR files; oversees filing, archiving, and purging of records according to retention schedules.
  • Monitors and implements regulatory changes affecting payroll and HR; consults with leadership to ensure timely updates to procedures.

Human Resources Support & Employee Services (20%)

  • Prepares HR-related documents such as 1050 part-time hourly appointment and end-of-appointment letters, faculty workload assignments, and service year awards.
  • Supports onboarding processes by setting up direct deposit, deductions, and payroll files for new employees.
  • Serves as backup for recruiting activities, assisting with posting jobs, reviewing applications, and coordinating interviews as needed.
  • Responds to employee inquiries and provides consultation on payroll schedules, deductions, employment verifications, unemployment claims, and PSLF forms.
  • Coordinates distribution of annual compliance communications (Drug-Free Workplace, Whistleblower) and maintains employee lists and reports.

Program Development, Training, & Special Projects (10%)

  • Analyzes payroll and HR processes to identify areas for improvement and recommends solutions.
  • Develops and delivers training sessions for staff and supervisors on payroll procedures, timesheet expectations, and HR requirements.
  • Prepares special reports and conducts projects involving data analysis, compliance review, or process development at the request of HR leadership.

Office Administration & Collaboration (5%)

  • Orders supplies and reconciles departmental expenditures for HR and Payroll; prepares monthly expenditure reports.
  • Serves as backup and resource to other HR staff in payroll and timekeeping functions, providing guidance and training where needed.
  • Collaborates with the HR and Business Offices to maintain consistent, equitable, and compliant practices across payroll and HR operations.

OTHER WORK ACTIVITIES:

  • Maintain professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies. This includes, but is not limited to security and safety, understanding of Safety Data Sheets (SDS), equipment, fire, disaster, safe lifting, and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensures the interaction with team members and other support groups is conducted in a courteous and efficient manner conducive to the college’s values.
  • Perform related duties and responsibilities as may be required.

Minimum & Desirable Qualifications

MINIMUM AND DESIRED QUALIFICATIONS:

Required:
  • Bachelor’s degree; OR
  • Associate degree and two years of related experience; OR
  • Four years of progressively responsible related experience.
Desired:
  • Bachelor’s degree in business, accounting, human resources, finance, or a related field.
  • Experience processing payroll in a higher education or public sector environment.
  • Experience with HRIS or payroll systems (e.g., PeopleSoft, or similar).
  • Knowledge of state and federal payroll regulations, wage and hour laws, and collective bargaining agreements.
  • Strong attention to detail with the ability to analyze data and resolve discrepancies.
  • Demonstrated ability to maintain confidentiality and handle sensitive information.
  • Excellent customer service and communication skills in providing consultation to employees and supervisors.
  • Experience working both independently and collaboratively in a team-oriented environment.
