Director of Human Resources
Job Summary
California Indian Nations College (CINC or "the College") seeks a Director of Human Resources to lead all HR operations in alignment with the Colleges mission and values. Reporting to the President, this role oversees recruitment, employee relations, compensation, benefits, and compliance; supports academic personnel (faculty) processes; and promotes a culturally responsive, inclusive workplace that reflects CINCs commitment to serving tribal and local communities. The Director provides guidance to senior leadership on workforce planning, employee engagement, and HR strategies that strengthen organizational growth and effectiveness.
Duties
- Develop, implement, and manage HR policies, procedures, and systems that align with institutional goals, accreditation standards, and California employment law.
- Oversee daily HR operations including recruitment and selection, onboarding, employee relations, performance management, HRIS integrity, benefits coordination, ADA/FMLA compliance, classification, and compensation.
- Serve as the colleges primary point of contact for employment law, personnel policy interpretation, and HR compliance matters.
- Provide oversight and coordination of student employment programs, ensuring that student workers and supervisors receive appropriate guidance, feedback, and support in alignment with institutional policies and HR standards.
- Lead and manage all faculty-related employment processes, including recruitment, credential verification, contracts, evaluations, and compensation in accordance with academic standards and applicable labor regulations.
- Support the development of faculty salary schedules, workload policies, and Academic Personnel handbooks consistent with institutional policy and accreditation requirements.
- Serve as the colleges lead representative for potential collective bargaining matters; ensure compliance with labor laws and maintain positive employee relations.
- Provide counsel to managers on employee relations, discipline, and conflict resolution to ensure fair and consistent application of policies.
- Develop, monitor, and manage the annual HR budget, ensuring fiscal accountability and effective resource allocation.
- Oversee HR data systems, ensuring accuracy, confidentiality, and compliance with state and federal reporting requirements.
- Maintain and update the Employee Handbook to reflect current laws, policies, and institutional practices; ensure timely communication of revisions to all employees.
- Maintain current knowledge of HR laws, trends, and best practices; ensure ongoing compliance with state and federal employment regulations.
Experience
- Bachelors degree in Human Resource Management, Business Administration, Higher Education Administration, or related field. Plus, a minimum of five (5) years of progressive HR management experience. Degree required, an advanced degree preferred.
- Familiar with collective bargaining, labor relations, and grievance resolution.
- Demonstrated experience in higher education human resources, including academic personnel administration.
- Knowledge of California labor law, wage and hour regulations, and federal employment laws (EEO, ADA, FMLA, FLSA, Title IX, etc.).
