SUMMARY

The Director of Human Resources provides leadership for all of the College, with responsibilities, including policy development, compensation, benefits, performance management, training and development, employee relations, and regulatory compliance. In these functions, the employee reports directly to the President, but may act independently in certain matters such as Title IX investigations and grievances.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Assure that the personnel policies and practices of the College are in compliance with the federal and state government laws and regulations and ensure such policies are documented, disseminated and applied in a timely manner. Review applicable laws on a regular basis and make recommendations for policy and procedure changes as needed. Post procedures on the HCC intranet.
  2. Coordinate recruitment activities for all position openings. Communicate with job applicants about availability of jobs, prospects for employment, and other aspects of their application. Review applications for conformance to requested materials.
  3. Coordinate interview schedule with the President, appropriate VP or Dean, screening committee, and applicant. Serve on interview committee as an ad hoc, non-voting member to ensure fair and equal treatment of all applicants. Conduct telephone or written reference checks. Conduct background checks as required. Complete appropriate paperwork following interview and notify all applicants of their application status.
  4. Prepare employee contracts, letters of employment, employee separation notices, termination notices and related documentation for the President's signature.
  5. Periodically review all personnel forms for compliance with human resource laws. Maintain compliance with pertinent federal and state laws, e.g. Americans with Disabilities as Amended, Family Medical Leave Act, I-9 eligibility, Fair Labor Standards Act, Title IX, etc. Assist in the development of policies and procedures related to such compliance. Interpret and apply policy in response to inquiries of such.
  6. Serve as a link between administration and employees by handling questions, interpreting policies, and helping resolve work-related problems.
  7. Plan and conduct new employee orientation to foster positive attitude toward college goals.
  8. Conduct wage survey within labor market to determine competitive wage rate.
  9. Represent the College for any unemployment claims.
  10. Review and advise on current employee performance evaluation system.
  11. Review and prepare position descriptions and organizational charts.
  12. Represent the College at personnel related hearings and investigations according to the College's grievance/Title IX policy.
  13. Maintain a filing system for all personnel records in accordance with appropriate laws and HR guidelines.
  14. Serves as the Board Clerk and Freedom of Information Officer.
  15. Implement/maintain a personnel database for internal management and reports and external surveys and reporting (IPEDS, State, and Federal).
  16. Maintain a courteous, professional and effective working relationship with employees, vendors, and any other representatives of external organizations.
  17. Performs miscellaneous job-related duties as assigned.

SUPERVISORY RESPONSIBILITIES

Shared supervision of an Executive Assistant. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree in human resources or related degree; Master's preferred; Two to four years related experience and/or training; PHR/SPHR certification desired.
