Minimum Qualifications: Requires at least a baccalaureate degree in the field. Please contact your Human Resources office for an evaluation of education/experience in lieu of the required minimum qualifications.

Preferred Qualifications: Experience leading a full-service IT organization ranging from audio/visual support to data security and hardware/software acquisition and maintenance. Demonstrated capacity for active, hands-on, engagement in Information Technology service delivery. Demonstrated ability to bridge communication gaps between technology professionals and technology users. Demonstrated ability to support and develop employees.

Position Summary: This position is responsible for managing the overall operations, planning, and development of information and technology services for the College of Public Health. Responsibilities include: strategic and tactical planning, budget management, project management, resource management, vendor relationship management, developing a culture of customer service, and the supervision and development of IT professionals and leaders. The IT Director must be highly motivated, skilled and experienced in managing a complex and various technology-based service unit, solutions-driven and focused on exceptional customer service.

Knowledge, Skills, Abilities and/or Competencies: Bachelor’s degree in an appropriate field of study. Experience in Information Technology management. Supervisory experience in a large and complex organization. Extensive knowledge of system administration, information security, project management, and user help desk support models. Working knowledge of technology infrastructure, including related software and hardware. Strong interpersonal, leadership, customer service, planning, and decision-making skills. Effective verbal and written skills, including conflict resolution and the ability to conduct in-person training. Ability to maintain confidentiality at all times. Establish and maintain working relationships with faculty, staff, and the public. Experience with HR data systems, Microsoft Office Suite, Smartsheet, recruiting, training development, and presentations. Experience managing data security standards related to Personally Identifiable Information including but not limited to HIPAA, FERPA, PCI-DSS.

Duties/Responsibilities: Leadership and Supervision: Responsible for the leadership and supervision of the College’s Information Technology operations through direct supervision of the College’s Senior IT Manager and Systems Administrator. Effectively recruit, develop, evaluate, supervise, and retain highly skilled, highly motivated, and customer-focused IT personnel. Ensure College strategic vision and initiatives are effectively communicated to impact the accomplishment of their roles. Ensure roles and responsibilities within the CPH Office of Information Technology are appropriately distributed to ensure adequate internal controls, support continuity of operations, and promote employee development. Consistently evaluate organizational structure to ensure that it is appropriate to meet departmental, college, and university IT needs. Assure the continued development and strengthening of the IT workforce through deliberate and thoughtful recruitment of qualified and motivated employees, constructive evaluation, performance monitoring, coaching, mentoring, and professional development. Serve as a member of the IT Steering Committee (30% of time). Information Security Management: Serve as the primary information security leader within the College, making critical decisions and actively engaging with the UGA Office of Information Security. Develop and implement, in partnership with the IT steering committee, internal policies and procedures to ensure College compliance with University standards for information security. Partner with appropriate faculty and staff to ensure new and existing programs, activities, and systems appropriately address information security needs. Actively monitor faculty and staff participation in information security training and share information and training within the College to ensure awareness of information security risks and requirements (25% of time). Information Technology Management: Direct and coordinate the delivery of Information Technology Services, including, but not limited to central database and web services, network and communications services, client and desktop support services, instructional and virtual communications services, technology awareness and education services. Promote, foster, and ensure exceptional customer service. Coordinate and manage all aspects of IT as needed, including, but not limited to the following functional areas: information systems architecture, user experience and web services, application analysis and development, systems administration, cloud services management, network support services, digital delivery systems, desktop support services, instructional support services, and information security. Foster and maintain effective strategic working relationships, internal and external, to the College and University. Management of strategic partnerships; participation in the development of technology and website policies; and the coordination and implementation of technology and website initiatives (20% of time). Strategic and Financial Management: Assess and analyze CPH operational and programmatic needs related to information technology. Develop and implement, in partnership with the IT Steering Committee, a strategic plan and roadmap for information technology within the College that supports the College’s strategic plan and departmental business plans. Develop and manage departmental budget and resources. Manage budget for all classroom technology upgrades and Student Technology Fees. Practice disciplined stewardship of CPH IT assets and budgets (10% of time). Liaison with Key College, University, and Outside Groups: Serve as primary liaison with UGA Enterprise Information Technology Services (EITS) and University System of Georgia IT services. Serve as primary contact with outside vendors and consultants. Manage these relationships to ensure fiscal efficiency and alignment with College strategic goals. Inform and advise the Director of Finance and Administration, Administrative Council, Department/Unit Heads and other senior leadership on relevant communications, website, and technology matters. Effectively communicate IT goals, needs, and service expectations with a various array of internal college constituencies, including students, administrators, faculty, and staff. Manage relationships and project strategies with vendors or consultants concerning IT and web-related initiatives (10% of time). Other Duties: Act as a catalyst for interdisciplinary teamwork, innovation, and exploitation of traditional and emerging technologies and best practices for the benefit and advancement of CPH Instruction, Research, and Extension. Participation and leadership in relevant college and university-level committees, forums and councils supporting the continuous improvement of technology services, customer care, and cost-effectiveness (5% of time).
