Job Description

As a department within the College of Continuing Education at the University of Oklahoma, OU CPM is dedicated to creating a difference in our state and beyond. Our primary objective is to provide training, applied research, and consultative support to serve, inform and educate public sector agencies, staff, service providers, clients and community partners.

The eBusiness Manager directs the eBusiness team. Which includes the LMS Administrator, LMS Help Desk staff, Developers, Graphic Artists, and Technical Writing Digital Accessibility staff. This team is responsible for the operations and support of the Learning Management Systems platforms in use by the Center for Public Management for both internal and external customers, web development, development of technology tools, graphics art design, technical writing and digital accessibility.

Job Duties Include:

  • Manage eBusiness Technical Projects - collaborate, consult, and coordinate to manage development of tech-based programs/apps; oversee requirements, design, development, testing, implementation, and evaluation. Use project management techniques and artifacts. Facilitate sessions, translate business needs to user stories, prioritize backlog, define acceptance criteria, plan releases, coordinate cross-functional teams and manage risk. Align scope to outcomes, clarify roles, keep artifacts current, and identify clear next steps. Employ project management tools and strategies.
  • Monitor Product Development - coordinate quality control review and testing, monitor development to ensure product delivered matches product requested, and improve processes and procedures. Provide quality oversight, coaching, development, employ process improvement strategies, and use strategic communication. Ensure a smooth product life cycle. Manage testing strategies, continuous improvement cycles, identify risk indicators, and develop/use performance dashboards. Provide clear direction without micromanaging, translate metrics into action, empower teams to identify and solve issues, celebrate improvement wins, and communicate progress with transparency.
  • Conduct Needs Analyses - work with customers to conduct needs analysis, document training and technical requirements. Conduct interviews and joint application design sessions. Write business requirements documents and user stories. Facilitate elicitation sessions. Manage expectations for technical projects and facilitate sign-offs.
  • Represent eBusiness in Collaborations - build professional relationships and collaborate with external and internal customers. Employ conflict resolution techniques and develop/use feedback models. Give and receive feedback, document decisions, and maintain audit trails.
  • Responsible for daily program management throughout the program lifecycle.
  • Aligns deliverables to the program's outcome.
  • Meets with stakeholders to discuss program status and goals.
  • Develops proposals, negotiates and administers grants and contracts.
  • Supervises staff, including hiring, training, and performance evaluation.
  • Provides oversight of ongoing projects.
  • Interfaces with university departments, funding sources, outside organizations and state/government agencies.
  • Assesses program effectiveness and identifies areas of improvement.
  • Manages program documentation, data collection, and reporting.
  • Develops program goals and objectives.
  • Performs various duties as needed to successfully fulfill the function of the position.

Job Requirements

Required Education and Experience: Bachelor's degree, AND:

  • 48 months of program development, program management or related experience.

Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

Skills:

  • Able to communicate well and build rapport quickly with students, faculty and staff.
  • Proficient in Microsoft Office.
  • Highly organized and able to handle multiple projects and deadlines.
  • Able to read and interpret policy as well as State and Federal regulations.
  • Able to effectively evaluate projects/programs and produce comprehensive reports.
  • Able to supervise staff and communicate directions and expectations effectively.
  • Strong initiative to solve problems.
  • Able to work well with interdepartmental teams and initiatives.

Certifications:

  • Valid Driver's License

Supervision: Up to 10 staff

Departmental Preferences:

  • 24 months of supervisor or managerial experience with technical staff.
  • Understanding of project management processes and development of project management artifacts for technical projects.
  • Learning Management System Administration with products such as Totara or Moodle.
  • Knowledge of development tools/languages such as JavaScript, React, Postgres, AWS, and Python.
  • Knowledge of product life cycle service delivery and maintenance.
  • Knowledge of web development tools such as Word Press.
  • Knowledge of WCAG requirements.
  • Knowledge of graphic design management.
  • Ability to calculate resource usage and create availability projections for technical projects.
  • Ability to write test plans.
