Equity Compliance Specialist/Deputy Title IX Coordinator

The Equity Compliance Specialist / Deputy Title IX Coordinator provides critical support to the Compliance Director and serves as a trained designee for Title IX, equity compliance, and public records functions. This position assists with investigations, training, administrative compliance procedures, and ensures continuity of services during the absence of the Compliance Director. The role promotes a campus environment free from discrimination, harassment, and retaliation while helping ensure compliance with applicable federal and state laws. This position plays a vital role in advancing an inclusive campus climate and ensuring institutional accountability in civil rights matters.

ABOUT THE COLLEGE:

Green River College's student body is made up of approximately 41% Academic Transfer students, 34% Professional-Technical students, 15% Adult Basic Education student, and 3% Applied Bachelor degrees. Green River College has four campuses, including the main campus in Auburn, Washington, with satellite campuses in Kent, downtown Auburn, and Enumclaw. Green River programs serve high school graduates, Running Start students (dual enrollment in local high schools and the college), those seeking retraining for the workforce, international students, students learning English, and Continuing Education students. Green River's service areas are increasingly ethnically diverse, comprising African Americans, African immigrants, Asian Americans, Asians, Latinx, Native Americans, Pacific Islanders, and Middle Eastern Americans, among other communities.

Title IX & Civil Rights Compliance:

  • Serve as Deputy Title IX Coordinator and act as point of contact on behalf of the Compliance Director.
  • Assist in conducting prompt, fair, and impartial investigations of Title IX and Title VI complaints.
  • Collaborate with campus partners to ensure effective, trauma-informed, non-biased reporting and resolution.
  • Provide guidance to parties involved in complaints (complainants, respondents, witnesses) throughout the resolution process.
  • Assist with preparation of notices, reports, and documentation related to investigations and compliance.
  • Serve as advisor or investigator in formal/informal resolution processes.
  • Maintain accurate records and case files, including correspondence, interview summaries, contact logs, and hearing files.

Campus Training and Prevention:

  • In collaboration with the Title IX Coordinator, develop and deliver training for students, faculty, and staff related to Title IX, Title VI, sexual misconduct, and public records.
  • Partner with Director of Learning and Development to ensure employee compliance with annual mandatory training, training updates, and assessments for training effectiveness.
  • Participate in ongoing professional development and training to remain current on legal and regulatory issues.

Administrative and Public Records Support:

  • Assist with public records requests, including tracking, gathering documents, redaction, and timely response in accordance with the Washington Public Records Act.
  • Support the Compliance Manager in managing document retention and legal hold procedures.
  • Help maintain accurate and timely records, logs, and summaries of records requests
  • Provide administrative support for responses to subpoenas, interrogatory responses and other legal records requests.
  • Establish college-wide records retention schedule in collaboration with the Compliance Director

Minimum Qualifications:

  • Bachelor's degree from an accredited institution.
  • At least two (2) years of experience in a compliance, legal, and education setting.

Preferred Qualifications:

  • Civil Rights Paralegal or JD
  • Completion of ATIXA or similar Title IX/Civil Rights training.
  • Experience working in higher education and/or WA CTC system.
  • Familiarity with public records processes and retention schedules.
  • Skilled in working with individuals in crisis and high conflict settings.
  • Experience working in human services

KNOWLEDGE, SKILLS AND ABILITIES:

  • Strong interpersonal and written communication skills.
  • Ability to communicate and simplify complex processes and procedures
  • Experience in investigations and/or civil rights compliance.
  • Proficient at using a centralized reporting and record keeping software tool.
  • Understanding applicable laws including Title IX, Title VI, Title VII, FERPA, Clery, and VAWA.
  • Ability to maintain confidentiality, neutrality, and set boundaries.
  • Skilled in records management and administrative compliance processes.
  • Familiarity with trauma-informed practices and student support services.

COLLABORATION & STAKEHOLDER ENGAGEMENT:

This position must be able to work across departments to ensure a coordinated and consistent approach to equity and compliance, aligned with institutional goals. Collaboration and stakeholder engagement will include, but are not limited to, Judicial Affairs, Human Resources, Student Affairs and Instruction.
