Departmental Overview

The College of Computing, Data Science, and Society (CDSS) is a dynamic, innovative new college at UC Berkeley that represents a once-in-a-generation transformation. The College brings together faculty, researchers, staff, and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age.

Core to the College is a commitment to examining how the digital revolution affects equity and opportunity-and building the capacity to respond to these challenges.

CDSS was created to meet the opportunities and demands of a world where data, machine learning, and artificial intelligence inform practice and policy in virtually every arena.

The College connects the Data Science Undergraduate Studies program, Department of Electrical Engineering & Computer Sciences, Department of Statistics, the Berkeley Institute for Data Science, Computational Precision Health, and the Center for Computational Biology.

The College is responsible for growing Berkeley's broad-based programs in data science, computing, statistics, and other interdisciplinary programs, including classes and programs serving thousands of undergraduate students a year.

Reporting to the College of Computing, Data Science, and Society (CDSS)'s Divisional Finance Leader (DFL), the Financial Analyst is responsible for conducting analysis, preparing, and implementing complex financial concepts for the planning, budgeting, and control of the College's resources. This position exists to provide high-level, comprehensive financial management and support across the College. The Financial Analyst acts as a primary resource, partnering with CDSS units to assist them with their localized budgeting, accounting, and forecasting needs. Additionally, the role provides essential financial and operational support to the Dean's Office, including managing purchasing, reimbursements, and other financial transactions to ensure the fiscal integrity and effective resource allocation necessary for the College's mission. The Financial Analyst leverages knowledge of campus financial systems, policies, and practices to serve individual units and the college as a whole.

Responsibilities

40% Financial Operations and Coordination:

  • Prepares, reviews, and/or approves financial transactions.
  • Initiates and/or serves as a liaison to BRS/ERSO and the campus Controller's office for CDSS matters related to purchasing, reimbursement and payroll activities.
  • Reviews and approves payments and reimbursements submitted via BearBuy and ERSO intranet, and approves invoice vouchers in BearBuy.
  • Reviews and approves bluCard transactions in BFS.
  • Coordinates and implements budgeting/planning/forecasting for CDSS units as assigned.
  • Maintains college chart of accounts, other data management tools, and related business procedures in alignment with college and campus guidelines to ensure the proper financial and budgetary record-keeping in the commitments database, and to produce clear, and accessible financial reports.
  • Oversees, assists, and approves entertainment and travel reimbursements. Advises on UC financial policy as appropriate.
  • Documents procedures for financial activities.

40% Resource Analysis and Support:

  • Responsible for providing analytical support for complex budget, financial, and resource projects, working directly with the Divisional Finance Leader and internal unit managers/constituents. Independently gathers information as needed to perform analysis.
  • Applies professional concepts to perform analytical studies, summary reports, and background materials for campus or department administrative officers and managers for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc.
  • Utilizes financial planning and reporting systems, including CalPlanning and CalAnswers.
  • Monitors unit, center, and program expenditures, ensuring adherence to budget and appropriate uses of restricted funds. Works with unit managers and analysts to take timely corrective action when needed.
  • Supports CDSS units in performing unit-level finance work, including COA maintenance and fiscal close processes.
  • Supports the Dean's Office as needed with budget proposals for donor-funded initiatives, along with other financial matters related to the philanthropic gifts and endeavors.

15% Financial Management:

  • Maintains sound and comprehensive understanding of business and financial policy and campus fund allocation guidelines.
  • Ensures that all financial transactions are executed in accordance with university policy, specific contract/grant requirements if applicable, endowment restrictions, and generally accepted accounting practices (GAAP).
  • Ensures that the appropriate internal controls are addressed, maintained, and strengthened to protect University resources.

5% Professional Development and Growth:

  • Engages in opportunities for training, workshops, seminars, pertinent to the position.

Required Qualifications

  • Thorough knowledge of finance policies, practices, and systems.
  • Strong attention to detail.
  • Ability to independently gather required information to organize, and perform financial analysis assignments.
  • Proven ability to effectively present moderate to complex finance information verbally and in writing in a clear and concise manner.
  • Proven ability in using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Proven interpersonal skills, strong service orientation, critical thinking skills, and attention to detail.
  • Proven ability to organize work and change priorities to achieve timely progress on multiple projects, distribute effort among the projects, meet deadlines, and maintain a high level of productivity.
  • Ability to function as a member of a team.

Preferred Qualifications

  • Familiarity with UC policies and procedures pertaining to budget and finance.
  • Knowledge of financial data management and reporting systems (BearBuy, BFS, CalPlanning, CalAnswers Financial).
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

Classification: FINANCIAL ANL 3 CX
Anticipated hiring range: $82,800 - $110,800
UCB salary range: $82,800 - $149,800
The salary offer to the final candidate will take into consideration their experience and salary equity with current UC Berkeley employees working in similar roles.
