HR Recruiting Specialist

Tennessee State University Office of Human Resources invites applicants for the role of HR Recruiting Specialist.

The HR Recruiting Specialist supports the University's talent acquisition efforts by managing the tactical and operational aspects of the recruitment and hiring process. This role reports directly to the Talent Acquisition & Onboarding Manager and focuses on sourcing, screening, coordination, and compliance activities required to fill open positions efficiently while ensuring a positive candidate experience.

The HR Recruiting Specialist partners closely with the Talent Acquisition & Onboarding Manager, hiring departments, and Human Resources staff to administer the University's employment system, coordinate interviews, manage recruitment logistics, and maintain accurate employment and recruiting records in compliance with federal, state, and institutional requirements.

Key Responsibilities

Recruitment Coordination and Candidate Management

  • Support the recruitment process by sourcing, screening, and coordinating candidates for open staff, faculty, and student employment positions.
  • Assist the Talent Acquisition Manager in identifying qualified candidates using job boards, professional networks, and university recruitment platforms.
  • Conduct preliminary candidate screenings and assist with candidate evaluations.
  • Coordinate interview scheduling and logistics between candidates and hiring departments.
  • Manage candidate communications to ensure a professional and positive recruitment experience.

Recruitment Operations and Administrative Support

  • Manage the logistical and administrative aspects of the hiring process, including interview scheduling, hiring calendars, candidate communications, and workflow monitoring.
  • Prepare offer letters and employment contracts for selected candidates in coordination with the Talent Acquisition & Onboarding Manager.
  • Assist with onboarding documentation and pre-employment processes as assigned.

Employment Compliance and Onboarding Support

  • Conduct employment background checks in accordance with university policies and applicable laws.
  • Complete employment eligibility verification (Form I-9) and ensure compliance with federal regulations.
  • Assist with the coordination of New Hire Orientation.
  • Ensure recruitment and hiring processes comply with Equal Employment Opportunity (EEO), Affirmative Action, ADA, and applicable state and federal employment laws.

Applicant Tracking System Administration

  • Administer the university's applicant tracking system (e.g., PeopleAdmin).
  • Ensure job requisitions, postings, and applicant records are accurate and up to date.
  • Monitor applicant workflows and assist hiring managers with system processes.
  • Provide technical assistance to departments using the applicant tracking system.

Recruitment Data and Reporting

  • Maintain accurate recruitment and employment records.
  • Assist with the preparation and analysis of recruiting data and hiring reports.
  • Support HR leadership with recruitment metrics and workforce planning information.

Recruitment Program Support

  • Assist with the development and maintenance of job descriptions.
  • Assist with the development of competency profiles and interview questions.
  • Support recruitment marketing initiatives including job postings and outreach activities.

Additional Responsibilities

  • Provide support to the Talent Acquisition Manager and Human Resources team on recruitment initiatives and special projects.
  • Participate in HR events, career fairs, and recruitment outreach activities as needed.
  • Perform other duties and responsibilities as assigned.

Working Environment

This position operates in a professional office environment within the Human Resources department and requires regular interaction with university faculty, staff, administrators, and job candidates.

Physical Requirements

  • Ability to sit for extended periods while working on a computer.
  • Ability to use standard office equipment.
  • Occasional lifting of materials up to 15 pounds.
