Payroll Processing Associate
Position Overview
This incumbent is responsible for reviewing contracts and onboarding of Contingent employees and leads the check distribution process including stop payments and reissued check processing.

Responsibilities
HR/Payroll Operations
- Advises campus liaisons on complex payroll related transactions impacting employee and payroll data and pay while interpreting all applicable laws, regulations, USM policies, UMBC policies, and MOUs are adhered to.
- Review for compliance and advise on HR and Payroll transactions requiring system entry including employee onboarding, I-9, tax forms, compensation/pay changes, and position management changes.
- Conducts training and communication to campus stakeholders to align payroll processes across campus ensuring accuracy and compliance.
- Conduct review of state database for background compliance.
- Review and execute campus system requests for new hires.
- Evaluate existing employee records for compliance and policy regulations.
Check Management
- Serves as live check distribution lead, manage the preparation and distribution of checks.
- Process Stop Payments requests by verifying details, initiating cancellations with the College Park, and ensuring affected payments are reissued or corrected as needed. Reviews returned federal and state tax forms for compliance errors, including direct deposit forms.
Payroll Technical Support
- Analyze and resolve payroll related support requests relating to payroll transactions, calculations, time and labor, new hire onboarding workflows, and position management transactions. Ensures all resolutions comply with established internal controls, regulatory requirements.
- Manage Quarterly Dual Employment Compliance, including incoming Dual Employment requests from other agencies, and contacting state agencies and making recommendations and reporting findings of compliance risk.
Required Minimum Qualifications
- High School Diploma/GED
- Four years of payroll experience, two years of which must have included knowledge of State and Federal Payroll Regulations.
- Must have excellent written and verbal communication, interpersonal, and customer service skills.
- Independent judgement in resolving payroll related inquiries and transactions.
- Knowledge of applicable laws, regulations, policies, and guidelines.
- Must be able to work in various work environments, including remote, with the ability to be on campus when required.
Preferred Qualifications
- Higher education or public sector experience preferred.
- HRIS and PeopleSoft experience strongly preferred.
