Responsible for contract analysis, vendor relationship management, and procurement support for technology solutions, software licensing, and IT services. Supports strategic procurement initiatives and cost optimization efforts.

Responsibilities

SCOPE OF RESPONSIBILITIES

The incumbent reports to the IT Contracts & Licensing Manager and works with minimal supervision. Uses initiative and judgement in performing procurement responsibilities within established laws, government regulations, and Center policies and procedures.

JOB DUTIES

Contract Management & Analysis:

  • Conduct contract reviews and analysis for renewals, identifying cost drivers, price escalations, and optimization opportunities
  • Analyze software licensing agreements including usage rights, termination clauses, and vendor lock in provisions
  • Track contract terms and renewal dates to ensure proactive management rather than reactive processing
  • Identify consolidation opportunities across vendor relationships and contracts

Vendor Relationship Support:

  • Support vendor negotiations by researching market pricing, competitive alternatives, and benchmarking data
  • Manage vendor communications during contract negotiations and renewals
  • Escalate complex vendor issues requiring strategic intervention

Cost Optimization & Analysis:

  • Perform spend analysis to identify trends, anomalies, and savings opportunities
  • Research alternative solutions and competitive pricing for existing contracts
  • Support license optimization by analyzing usage data versus contracted amounts

Strategic Procurement Support:

  • Assist with RFP development and vendor evaluation processes
  • Maintain procurement databases and contract repositories
  • Generate reports on procurement metrics, savings, and vendor performance
  • Support compliance with organizational procurement policies and procedures

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in business or related field. Minimum of two years' experience as a Procurement Specialist. Additional experience may substitute for educational requirement.
  • Experience with software licensing and SaaS contract models
  • Understanding of contract terms and ability to identify problematic clauses
  • Analytical skills for cost comparison and trend analysis
  • Experience with vendor negotiation support
  • Knowledge of procurement best practices and cost optimization techniques

PREFERRED QUALIFICATIONS:

  • Procurement experience in IT software category.
  • IT software familiarity.
  • Leading without authority.
  • Demonstrated experience reading software SAAS and services contract.
  • Identify commercial and risk issues in contracts and recommending negotiation strategy.
  • Strong written and verbal communication.
  • Familiarity with AI.
  • AI certifications are a plus.

The annual base salary range for this position is from $80,172 to $114,941, and pay offered will be based on experience and qualifications.
