Minneapolis College currently has an exciting opportunity for a Operations & Records Specialist. This individual provides statewide operational, records management, and systems coordination support for the Minnesota Consortium for Higher Education in Prison (MNCHEP). Working under the direction of the Executive Director, this position serves as the central operational hub for a multi-institution consortium spanning Minnesota State colleges and universities, the Minnesota Department of Corrections, and other partner agencies. The specialist leads the development and implementation of consistent, compliant, and high-quality administrative processes across all participating institutions and correctional facilities and manages statewide data. The specialist also provides technical assistance to postsecondary institutions across Minnesota that wish to explore and launch new higher education in prison (HEP) programs. This position designs and owns statewide operational infrastructure for higher education in prison (HEP), including a centralized data system tracking incarcerated students, academic progress, and correctional facility placement. Operating under limited supervision, the role analyzes cross-institutional workflows, establishes standardized procedures, and leads implementation of FERPA-compliant data sharing practices across Minnesota State institutions and Department of Corrections partners.
This is a limited position with an anticipated end date of February 28, 2029.
Responsibilities include but are not limited to:
- Serve as primary statewide operations and records support staff for the Minnesota Consortium for Higher Education in Prison (MNCHEP) to maintain centralized coordination across institutions to support higher education in prison.
- Assist executive director in internal operations of the Consortium to ensure the timely execution of strategic and statewide priorities.
- Research and Recordkeeping of statewide data and policies to ensure accountability, equity and policy alignment across the consortium.
- Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Salary Range:
$28.26 - $41.43 per hour / $59,007 - $86,506 annually
Minimum Qualifications
- Two (2) years of experience analyzing or implementing operational systems, or process improvement work in a higher education, public sector, or multi-agency environment. A bachelor's degree may substitute for 12 months of experience and an associate's degree for 6 months.
- Demonstrated experience analyzing workflows or administrative processes and implementing new or revised procedures.
- Experience working with data systems, reporting tools, or information management processes.
- Demonstrates an ongoing understanding of cultural fluency, incorporates culturally responsive practices, and actively engages in antiracism professional development learning opportunities.
Preferred Qualification
- 2+ years of related experience with higher education in prison
- Experience leading cross-institutional or cross-agency initiatives.
- Experience with FERPA-compliant data practices, records management, or student information systems.
- Experience working with Minnesota State policies, enterprise systems, or Department of Corrections partners.
- Experience developing operational documentation, standards, or procedural manuals.

In order to be considered for this position, you must be in good standing with Minneapolis College.

40 hours, Mo. - Fr. 8:00 am - 5:00 pm
