Note: There are two positions available.

The Office of Innovation and Economic Development is SIU’s primary outreach arm to the region, offering business development, workforce innovation, economic development, and community engagement services and activities throughout Southern Illinois.

This position provides direct leadership of the grant-funded Climate and Equitable Jobs Act (CEJA) program promoting clean energy businesses in IL within the SIU Office of Innovation and Economic Development (OIED) department.

Examples of Duties

This position directs the Climate and Equitable Jobs Act (CEJA) program within the SIU Office of Innovation and Economic Development overseeing day-to-day operations, staff, outreach, curriculum development, and grant compliance to support clean energy business growth in Illinois.

Pending ongoing grant funding, position duties include:

  1. Provide direct leadership of CEJA Incubator program, critical to implementing CEJA grant objectives and program compliance; responsible for implementing CEJA program operational policies and procedures for managing daily administrative program matters;
  2. Direct and manage day-to-day operations of the CEJA Incubator program, and recruit, supervise, train, and evaluate work of CEJA support staff;
  3. Lead marketing, training, and outreach efforts to support CEJA Incubator objectives;
  4. In conjunction with OIED leadership, manage the finances of the CEJA Incubator; implement budget allocation;
  5. Provide authoritative, detailed professional and technical knowledge for CEJA Incubator participants and support staff while collaborating with SBDC and APEX programs;
  6. Oversee development of CEJA program curriculum to ensure participant completion and grant objectives come together within timeline, and meet proposed milestones;
  7. In conjunction with the OIED leadership and Business Office staff, direct the physical planning and logistics of the CEJA Incubator;
  8. Direct the management of work assigned to professional and support CEJA staff;
  9. Create, interpret, develop and implement policies and procedures to CEJA program workers; provide primary support to the OIED leadership and assume direction for the administrative and operational matters for the CEJA program;
  10. Serve as primary advisor to the OIED Director of Business Incubator Programs regarding overall CEJA program development, management, and operations of the unit; supervision and policy-making responsibility;
  11. Coordinate and lead the Clean Energy Advisory Council;
  12. Serve as unit delegate liaison to IL DCEO for the CEJA Incubator;
  13. Some in-state travel for networking and matchmaking events required, as needed.
  14. other duties as assigned.

Qualifications

  1. Bachelor's degree.
  2. A total of five (5) years in education, training and/or work experience in business management operations, energy innovation, technical curriculum development, and/or grant administration.
  3. (Note: Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.)
  4. Valid driver’s license.

Preferred: work experience working with trade and construction unions.

Illinois Residency Requirement: Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position.

About Civil Service Examination/Testing: The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of application materials is required from applicants that qualify to take the exam. If you meet the minimum required qualifications for this position, your application will move forward for examination/testing in which you will receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score. This score will be emailed to the email address noted on your application. After the application deadline, the names within the top three scores will be referred to the department for interview.
