Cal State Fullerton currently provides residence hall and apartment style living for approximately 2,200 students that is safe, clean and very convenient. We seek an exceptional individual to join our team as the Senior Budget Analyst. Under the general supervision of the Executive Director, Housing and Residential Engagement, the Senior Budget Analyst independently performs the technical budget analysis and reporting work required to administer the revenue, operating and capital budgets for all cost centers within Housing and Residential Engagement. Serves as a senior budget advisor to Housing and Residential Engagement staff; assists with short and long-term budget administration, planning, and analysis coordinates training sessions for staff on budget tracking including system access and security; communicates information related to budget administration policies and procedures both in writing and verbally, as needed.

The Senior Budget Analyst processes, records, maintains, tracks, and reconciles the revenue and expenditures for all Housing and Residential Engagement accounts with the Common Financial System and the Cal State Fullerton Philanthropic Foundation reporting systems; resolves discrepancies; develops revenue and expenditure reports; monitors budget transfers; develops and maintains salary projections; and processes the monthly Payroll and reconciles with the Payroll Expenditure Reports.

The Senior Budget Analyst serves as a strategic advisor to the Associate Director for Admin and Conference Services along with the Executive Director for Housing and Residential Engagement with the complex financial forecasts, projections, and analysis needed for the department. Assists in monitoring the hiring processes within the department as it pertains to budgeting and prepares mid-year as well as year-end financial statements and reports. Other duties as assigned.

Essential Qualifications: Bachelor's degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities. Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program. Knowledges and Abilities: Thorough knowledge of the principles and practices of governmental budgeting and accounting; working knowledge of the principles and practices of public finance; knowledge of or ability to learn quickly the financial structure and financial procedures of the CSUC; general knowledge of the purpose, functions, and fiscal organization of the various campuses; general knowledge of the laws relating to financial administration of the State government; general knowledge of the principles of organization and management; working knowledge of research techniques and of statistical principles and procedures. Ability to analyze and review the budgets and financial practices of the campuses; ability to speak and write effectively; ability to analyze situations accurately and to develop an effective course of action. Experience: Three years of progressively responsible analytical experience including two years of performing work involving preparation, justification, and analysis, or the control and administration of a budget or budgetary program. Education: Equivalent to graduation from a four-year college or university in public or business administration. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Preferred Qualifications: Master's degree in accounting, business administration or a related field from an accredited college or university. Previous CSU experience, especially in a budget/administration and/or housing related position is highly desirable.
