POSITION OVERVIEW

Under direction of the Vice President of Human Resources, the Senior Human Resources Analyst performs a broad range of complex, technical, and confidential tasks to support the strategic and operational functions of the Human Resources Department. This position is responsible for conducting professional-level research and data analysis to inform reports and decision-making, supporting employee and labor relations, and contributing to the development and implementation of District-wide policies and procedures. The role ensures compliance with laws, regulations, and collective bargaining agreements, and supports the integrity and functionality of personnel systems and records.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is distinguished from the Senior Benefits Analyst in that the former performs a broad range of human resources functions, with a particular emphasis on classification and compensation analysis, HRIS management, and compliance reporting. While the Senior Benefits Analyst focuses primarily on administering employee benefits and leave programs, the Senior Human Resources Analyst provides strategic and technical support across multiple HR domains, including labor relations, policy development, and organizational planning.
This position is designated as Confidential under Government Code Section 3540.1, indicating access to sensitive information used in the development of management positions related to employer-employee relations. Unlike the Senior Benefits Analyst, who focuses on health and welfare benefits and leave administration, the Senior Human Resources Analyst provides broader support across multiple HR functions including classification, compensation, EEO and compliance.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Support the day-to-day operations of the Human Resources Department, including comprehensive oversight of HRIS administration, classification and compensation analysis, performance evaluation tracking, and professional development coordination.
  • Assist Human Resources Managers in administering personnel actions and operational functions for both classified and academic employees, ensuring consistent application of policies and procedures.
  • Provide guidance, coaching, and training to HR staff; help prioritize and delegate workload, monitor progress on key initiatives, and ensure compliance with applicable District policies, collective bargaining agreements, and state and federal regulations.
  • Foster a collaborative and inclusive work environment grounded in equity-minded practices, integrity, trust, and respect. Actively support and promote the District's Diversity, Equity, Inclusion, and Equal Employment Opportunity (EEO) Plan across all aspects of employment and education, including recruitment, retention, and employee engagement strategies.
  • Interpret, apply, and ensure consistent implementation of employment laws, collective bargaining agreements, Education Code provisions, and District policies. Provide accurate and timely guidance to managers, supervisors, employees, and members of the public on a variety of HR-related matters.
  • Serve as a technical resource to leadership, offering expertise in HR policies, procedures, and best practices related to employee relations, classification, compensation, HRIS, and compliance reporting.
  • Prepare and respond to Public Records Act requests, subpoenas, and external data inquiries in accordance with legal requirements, the Brown Act, and District procedures; maintain confidentiality and ensure timely and accurate fulfillment of information requests.
  • Coordinate and perform specialized activities related to human resources information systems (HRIS) management, job classification, compensation analysis, performance evaluations, and employee training. Ensure employee records, salary placements, and personnel transactions are accurate, current, and properly documented.
  • Develop, update, and maintain comprehensive and accurate salary schedules; ensure consistency of salary placement decisions and the integrity of data within the HRIS.
  • Conduct market and compensation research, benchmarking, and analysis; prepare reports and recommendations to support equitable pay structures, internal alignment, and compliance with regulatory standards.
  • Review, audit, and monitor personnel transactions for all employee groups to ensure accuracy, consistency, and timely processing of employment actions including new hires, reclassifications, promotions, and separations.
  • Maintain and analyze position control data to ensure alignment between budgeted positions and actual staffing levels; collaborate with Fiscal Services and other departments to support workforce planning and organizational efficiency.
  • Assist in the development and maintenance of staffing plans, tracking position changes, and providing data analysis for decision-making and compliance reporting.
  • Design, conduct, and interpret data analyses to support compliance reporting, classification studies, workforce planning, and regulatory requirements (e.g., EEO, Title IX, ADA, and Chancellor's Office mandates).
  • Oversee the collection, organization, and validation of HR data for use in reports, dashboards, and audits. Prepare mandated state and federal compliance reports with accuracy and attention to timelines.
  • Develop and present complex reports and visual data summaries to HR leadership and governance committees; identify trends, recommend process improvements, and support data-driven decision-making.
  • Provide administrative and technical support to the Equal Employment Opportunity Advisory Committee (EEOAC), including data collection, diversity analysis, and preparation of annual reports and dashboards.
  • Support collective bargaining processes by conducting salary and benefits surveys, compiling comparative data, preparing reports and costing analyses, and attending negotiation sessions to provide technical expertise.
  • Collaborate with HR leadership to maintain accurate documentation of proposals, agreements, and meeting outcomes in compliance with legal and procedural requirements.
  • Serve as a back up to the senior benefits analyst with the administration of employee benefits programs-including health and welfare plans, leaves of absence, workers' compensation, and reasonable accommodations-by supporting eligibility and coverage inquiries, ensuring accurate enrollment and premium reconciliation, and maintaining compliance with District policies and applicable laws.

OTHER DUTIES

  • Maintain and update faculty and staff seniority lists; coordinate and manage equivalency processes and related documentation; input, verify, and update credential and Faculty Service Area (FSA) information to ensure compliance with contractual and regulatory requirements.
  • Attend and actively participate in meetings, trainings, and professional development sessions as assigned.
  • Represent the College and Human Resources Department on internal and external committees; participate in job fairs, community meetings, and outreach events; and represent the District at local, regional, state, and national conferences, workshops, and training seminars to promote the institution and its employment opportunities.
  • Refers people to other offices, services, campus locations and resources as appropriate.
  • Perform other related duties as assigned to support departmental operations, special projects, and the overall mission of the District.

Requirements & Desirables

REQUIREMENTS

Education and Experience:

  1. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited college or university with a bachelor's degree in human resources, business administration, management or a related field; and three years of increasingly responsible experience in business, human resources, or a job-related environment; or an equivalent combination of training and experience.
  2. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
DESIRABLE QUALIFICATIONS
  • Certified Human Resources Professional (SHRM-CP or SHRM-SP, or comparable HR certification).
  • Proficiency in Human Resources Information Systems (HRIS), with the ability to analyze, maintain, and report on HR data effectively.
  • Experience in research, data analysis, classification and compensation, employee and labor relations.
  • A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Federal, state and local employment Law, California Education Code, Title 5 regulations, collective bargaining provisions, CalSTRS and CalPERS.
  • Principles and practices of public human resources administration, including classification and compensation analysis, recruitment, employee relations, and compliance.
  • HRIS systems and data management.
  • Applicable federal and state employment laws (e.g., ADA, FMLA, EEO, Title IX).
  • District, state and federal policies, laws, regulations and court decisions governing the District's human resource management program.

WORKING ENVIRONMENT

CONDITIONS OF EMPLOYMENT

Prior to employment, the selected candidate will be required to complete the following:

  1. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  2. Criminal Justice/Fingerprint Clearance.
  3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  4. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Supplemental & Salary Information

CLASSIFICATION & RETIREMENT PLAN

Employees in this position classification are considered Confidential Unit members and are not represented by a bargaining agreement. Confidential employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.

SALARY INFORMATION

FLSA Status: Exempt
Salary Grade: Confidential 10 (C10)
Full Salary Range:$90,432 - $115,056 annually
Starting Salary Range: $90,432 - $96,876 annually (Step 1 to Step 3.) Background and experience will determine placement. Step 3 is the maximum entering step.

HEALTH, WELFARE and FRINGE BENEFITS

Full-time Employees:

  • Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2025, the District's contributions for medical insurance coverage are as follows:
    • Employee-only: $1,700/month
    • Employee plus one dependent: $2,400/month
    • Employee plus two or more dependents: $2,900/month
  • Dental and Vision Insurance - Delta Dental and VSP vision plans for employee and dependents, with no cost to employees
  • Vacation Leave - 22 days per year
  • Sick Leave - 12 days per year
  • Paid Holidays - 17 paid holidays annually, which includes a paid winter holiday break at the end of December.
  • Retirement through CalPERS - MCCD contributes 27.05% of employee's creditable earnings to CalPERS on a monthly basis (2024/2025). Vested after five (5) years. Mandatory employee contribution for 2024/2025 is 7% - 8%*, depending on original date of membership and prior membership status.
  • Life Insurance - $50,000, with the option to purchase additional voluntary life insurance for the Lesser of 5x base annual salary or $500,000
  • Additional Retirement Savings Plans - Employees are also eligible to participate in a voluntary, tax-advantaged 403(b) or 457(b) retirement savings plan.
