Brief Description of Duties
The University of the District of Columbia (UDC) is a comprehensive system of higher education that offers multiple points of access to degrees, work based learning, workforce credentials and continuing professional education for District residents and broader local, national, and international audiences. A historically Black, public and land-grant institution, UDC offers programs at the workforce development, community college, four-year, graduate, and professional levels.
Comprised of seven (7) academic units, a Learning Resources Division (LRD), and a newly reconstituted UDC Workforce Division and a newly envisioned UDC Online Division to come, the Division of Academic Affairs at the University of the District of Columbia administers a complex and stackable set of academic and non-academic offerings that meld access, quality, employability, and continuous learning. The University provides a broad portfolio of more than 80 academic programs serving a diverse population of approximately 4,000 students, including traditional and non-traditional learners across the educational spectrum. These academic programs are complemented by a comprehensive array of non-academic credentials and courses designed as standalone and stackable opportunities. Evolving opportunities for credit for prior learning extend the benefits of courses and certifications completed through the university's workforce and continuing and professional education programs.
The University Registrar serves as the Lead Records and Data Integrity Officer and a strategic leader in the Office of the Registrar within the Office of Academic Affairs. This role is responsible for the stewardship of academic records, registration systems, curriculum management, and curriculum management. Additionally, the University Registrar oversees transfer credit coordination, assessment of credit for prior learning, and graduation processing. The Registrar ensures compliance with federal, state, and institutional policies while advancing equity, innovation, and excellence in unit operations in alignment with the dictates of the University's strategic plan, Delivering on the Promise.

The Registrar will champion best practices, compliance excellence, and data-driven innovation, ensuring that policies, procedures, and technologies reflect UDC's commitment to equity and institutional excellence.
The role involves building a modern, agile, and student-centered infrastructure that meets the evolving needs of a diverse urban university. The Registrar will lead efforts to streamline processes, enhance service delivery, and foster consistency across all academic operations, while advancing UDC's strategic priorities for retention and completion. This includes systematizing workflows, implementing robust training programs, and leveraging technology to optimize the student experience.
With the deployment of Salesforce on the horizon at UDC, the Registrar will serve as a systems thinker and change agent, embracing automation, analytics, and digital credentialing to transform operations. The successful candidate will bring deep expertise in student information systems, compliance frameworks, and academic policy, coupled with a collaborative spirit and a commitment to continuous improvement.
As a key collaborator across Enrollment Services, Academic Affairs, and Student Success, the Registrar leads digital transformation initiatives, fosters data-informed decision-making, and promotes every student's seamless academic record experience from admission beyond degree completion.
Essential Duties and Responsibilities
The ideal leader will be transparent, trusted, and solution-oriented, demonstrating humility and adaptability while maintaining the professional fortitude to make principled decisions. They will actively engage in professional networks such as AACRAO and CAEL to stay ahead of emerging trends and best practices. Success in this role requires unquestionable integrity, strong management skills, and the ability to balance strategic vision with operational detail. The scope of responsibility for the registrar includes:
Academic Records and Compliance (25%):
- Serve as the FERPA compliance officer; maintain audit readiness for NCAA, SARA, IPEDS, and accreditation reporting; and interpret and enforce academic policies.
Team Leadership and Development (20%):
- Build and lead a high-performing, student-centered, future-ready team; promote professional development in data literacy; manage the departmental budget and resources; and foster a culture of collaboration and accountability.
Strategic Leadership and Planning (15%):
- Develop and implement strategic goals to support student access, retention, and completion; align registrar operations with institutional priorities; and collaborate with academic leadership to optimize course scheduling, registration, and degree audit processes.
Technology and Digital Transformation (15%):
- Lead the modernization of registrar operations through AI-assisted analytics, automation, and user-centered system design; oversee student information systems and ensure integration with advising, financial aid, and academic planning tools; and manage digital credentialing and electronic transcripts.
Curriculum and Policy Management (10%):
- Manage the academic catalog, curriculum approval workflows, and course scheduling; and support dual enrollment, transfer articulation, and credentialing.
Data Analytics and Reporting (8%):
- Develop dashboards and predictive analytics to monitor student progression in collaboration with Institutional Research (and other units) for accurate reporting.
Cross-Campus Collaboration (7%):
- Partner with Admissions, Financial Aid, Information Technology, and Academic Deans to integrate data systems and align policies to ensure seamless student experiences; advise leadership on policy innovation; and represent the University in AACRAO and related professional associations.
Minimum Job Requirements
The Registrar will hold a bachelor's degree as a minimum requirement, with a master's degree preferred in Higher Education Administration, Information Systems, a related field or an equivalent combination of education and progressively responsible experience, particularly where professional experience has included exposure to emerging technologies and system modernization initiatives. They will bring at least five years of progressive experience in registrar or enrollment management roles, including a minimum of two years in a supervisory capacity.
