Business Manager (2375)
Under the direction of the Department Administrator for the Department of Psychiatry, this position is responsible for coordinating and managing a variety of business and financial operations in the Department of Psychiatry, the Behavioral Health Workforce Center (BHWC) and associated unit. This position will perform professional accounting principles and practices that assist in the maintenance of accounts and accounting records for the Department of Psychiatry, the BHWC and associated unit. This position will also offer support for general office functions.
Financial Management 90%
- Compiles and reconciles financial statements; reviews fiscal/operational policies mandated by the University and determines financial and operational impact of implementation.
- Examines a variety of accounting documents to verify conformance to pertinent policies, procedures, and accounting standards.
- Compiles and assembles reports and statements requiring interpretation and routine analysis of accounting records.
- Audits and approves all invoice vouchers and internal billings for compliance with University and contract guidelines and fund availability.
- Maintains and monitors University P-card System as it relates to purchases made within the Department of Psychiatry and the BHWC by self, staff and/or faculty.
- Assists in the maintenance of fiscal filing system for all account transactions, financial reports, correspondence, budget materials, and manual of university policies and procedures related to the fiscal area.
- Assists in budgetary planning and working documents for the BHWC and all other grants and revenue contracts with in the Healthcare Workforce Center Unit. This includes preparation and management of revenue and expenditures which involved the management of many sources of funding. Funding sources include, but not limited to, state appropriations, affiliated hospital contracts, and state and federal government/agency grants.
- Assist with the development of detailed grants budgets and external agency contracts for the BHWC. Analyze budget balances and make advise to adjust when necessary. Assist in the development and submission of grant proposals. Reviews contract terms related to budget and payment terms prior to submittal to Associate Dean for Research and Faculty Affairs (ADRFA).
- Serve as primary liaison to SIU internal departments and principal investigators to facilitate grants for the BHWC.
- Assists the Department Administrator for Psychiatry in the preparation of both SIU Healthcare and SIU School of Medicine budgets for the Department of Psychiatry. Reviews with the Department Administrator and Department Chair prior to submission making edits as necessary.
- Communicates at the direction of the Department Administrator for Psychiatry or with outside entities interested in contracting with SIU School of Medicine.
- Submits contract or purchasing request forms, edits contract drafts, and forwards for signatures prior to execution.
- Manage the purchasing process, with responsibility for overseeing requisitioning and bidding. Provide recommendations in the acquisition of administrative equipment for the Psychiatry, BHWC and associated units.
- Maintains and monitors contractual billing and payment recording.
- Submits forms to Grants Accounting for initiation of budget purpose or other changes to grant budget.
- Manages and monitors grant study, contract payments or intergovernmental agreement payments in accordance with contract terms.
- Assembles, organizes, prepares, analyzes, and reports administrative data as requested by the Department Administrator.
- Leads and reconciles fixed assets inventory annually.
- Participates in the Department's "Psych Facilities" group; aiding as needed regarding requests related to on site issues.
- Provides backup for staff and faculty payroll for Psychiatry as needed.
- Performs other related duties as assigned.
Other 10%
- Prepares personnel documents including Assignment Costings, Personnel/Budget request, Change of Assignment forms, etc.
- Codes and enters data where knowledge of a complex coding system is required.
- Collects, enters, compiles and organizes information for recurring reports.
- Completes surplus for department furnishings.
Credentials to be Verified by Placement Officer
- A. Bachelor's degree in accountancy, business administration, management, or a closely related field.
OR
B. Three (3) years (36 months) of work experience in accounting, business administration, fiscal management, or closely related experience.
OR
C. A combination of such education and/or work experience totaling three (3) years (36 months), as measured by the following conversion table or its proportional equivalent:- 30 semester hours equals one (1) year (12 months)
- 60 semester hours or an Associate's Degree equals eighteen months (18 months)
- 90 semester hours equals two (2) years (24 months)
Knowledge, Skills & Abilities (KSA's)
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, data entry, designing forms, and other office procedures and terminology.
- Knowledge of technology including electronic equipment, computer hardware and software, and their applications.
- Knowledge of basic arithmetic, algebra, statistics, and their applications.
- Ability to work independently and effectively organize and prioritize multiple tasks.
- Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
- Ability to work collaboratively and communicate effectively as appropriate for the needs of the audience.
- Ability to analyze and develop guidelines, procedures and systems to outline specific goals and implement plans to prioritize, organize, and accomplish tasks.
- Ability to manage a budget and work within the constraints of that budget.
- Ability to analyze, interpret, and explain work related documents, policies, and procedures.
