Finance Budget Specialist (Library)
At the heart of Baruch College’s vibrant community, the William and Anita Newman Library serves over 19,700 students from The Austin W. Marxe School of Public and International Affairs, The George and Mildred Weissman School of Arts and Sciences, and The Zicklin School of Business. As part of the 330,000-square-foot Library and Technology Center, which also features a cutting-edge student computing lab, the Subotnick Financial Services Center, and more, the library is a central nexus for learning, collaboration, and innovation.
Reporting directly to the Dean of the Library, the Finance Budget Specialist is responsible for effectively maintaining and updating the library's budget, which includes Other Than Personnel Services (OTPS), Personnel Services (PS), and various additional budgets in alignment with Baruch College's financial priorities. This individual will support the library by providing budget analysis and record maintenance, administrative support, personnel support, and leadership, fostering teamwork and cooperation within the library. They will assist with four key components integral to the library’s success: budget maintenance and forecasting, payroll assistance, personnel, and administrative duties.
In addition to the CUNY Title Overview duties, this position will contribute to a work environment that fosters teamwork and cooperation within the department, and will be responsible for the following:
- Assists the Dean in planning and developing annual budget requests.
- Maintains annual budget information for the library, outlining the multiple budgets used in the library.
- Assists departmental administrators with OTPS and personnel inquiries.
- Reconciles biweekly full-time and part-time Tax Levy payrolls by identifying variances and correcting departmental mail drops, which include reconciliation of Income Fund Reimbursables (IFR), BSEP payrolls, and Technology Fee payrolls.
- Serves as a secondary payroll approver for PRAssist, HRAssist, JobX, and ADP for multiple student workers, CAs, NTAs, and other library personnel.
- Verifies and corrects information in CUNYFirst Position Management and Department Budget Tables.
- Participates in various meetings and working groups to forecast developing trends and library needs.
- Assists with navigating travel reimbursement, including processing paperwork.
QUALIFICATIONS
Minimum Qualifications
Bachelor's Degree and four years' related experience required
Preferred Qualifications
Concentration in Finance, Accounting, Statistics or related field, and at least four years of experience is preferred. Experience in higher education and/or libraries is a plus. Prior experience and proficiency in standard ad-hoc financial analysis, modeling, and reporting. Possess excellent analytical skills in a fast and diverse environment. Proficient in Microsoft Office products. Intermediate to advanced level Excel is a must. Seeks a self-motivated individual with problem-solving skills who can independently manage projects and priorities in a dynamic, fluid environment. Ability to interact effectively with a wide variety of users with different expectations and backgrounds. Strong organizational skills with emphasis on detail and follow-up. Excellent oral and written communication skills, presentation skills, and organizational and interpersonal skills are a must

Coordinates budget matters for a program or department under management direction. Plans and develops annual budgets under direction; administers allocation and reconciliation of funds. Prepares budget analyses and produces forecasting projections. Analyzes spending, income trends and usage to recommend improvements. Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments. Provides fiscal reports and financial statements to management. Supports supervisor with budget administration to meet department goals and objectives. May supervise subordinate staff. Performs related duties as assigned.
