Human Resources Functional Analyst
Job Description
The Human Resources Functional Analyst serves as the primary functional liaison between Human Resources Payroll operations and Information Technology. This role is responsible for optimizing the PeopleSoft Human Capital Management (HCM) application by analyzing business processes, gathering technical requirements, and ensuring system configurations meet the needs of four distinct bargaining units.
ESSENTIAL FUNCTIONS
- Support end-to-end payroll cycles, including retroactivity, off-cycle processing, and year-end activities.
- Configure, test, and support HRIS modules including time tracking and payroll.
- Act as a liaison for payroll, troubleshooting time-tracking issues and ensuring accurate employee data for payroll runs.
- Work effectively with business users, IT developers, and external vendors to translate business needs into detailed requirements.
- Compile and present HR data in a clear and concise manner to assist leadership in identification of key workforce trends and opportunities.
- Analyze current HR/payroll processes to reduce manual work and work with IT to improve efficiency by gathering and documenting requirements for new solutions, testing solutions and system configuration changes, establishing requirements and data mapping for reports and interfaces, and performing data clean-up as needed.
- Design, test, and implement HRIS PeopleSoft modules and system upgrades, patches, and configuration changes including HR, recruiting, and training, coordinating with IT.
- Ensure data security and adherence to legal regulations (e.g., FLSA, ADA).
- Monitor and resolve Payroll data issues, integrations errors, and audit flags in collaboration with IT.
- Develop basic PeopleSoft queries and BI publisher reports to assist in HR department operations.
- Research and investigate new features and functionality to meet business needs.
- Evaluate, test, redevelop, and deploy application upgrades, updates, and fixes.
- Use various import files, balance, and control earnings and deduction totals to ensure accurate payroll processing. Prepare associated journal entries as required.
- Provide guidance for PeopleSoft HR setup (tax withholding, retirement allocations, etc.), testing of, and implementation of system configuration.
- Maintain up-to-date documentation of standard processes with a focus on streamlining, continuous improvement, simplification, and innovation.
- Assist the Payroll Manager and Payroll Specialist with data entry and completing biweekly payroll process, as needed.
- Assist Payroll Specialist in providing updates to retirement plans through the Office of Retirement Services (ORS) website, as needed.
