Introduction:

The position is administered by the office of Vice Chancellor, Student Affairs, at Kapi‘olani Community College (“KapCC”). The Vice Chancellor for Student Affairs (VCSA) is charged with administrative control for planning and administering all programs and services within the Student Affairs units. The specific functions of this organizational unit include outreach and admissions, financial aid, graduation and transcript evaluations, credit and non-credit registration, student engagement, student counseling for specific and targeted populations, student grievances and complaints, and related learning support services. The role entails providing essential support to support Student Success at Kapi?olani Community College within the Student Affairs units.

Duties and Responsibilities:

Under the general supervision of the Vice Chancellor for Student Affairs, this position is responsible for designing, implementing, evaluating, and improving the college's services to military personnel (veterans, active, National Guard, and military reserves and qualified military dependents). Fosters self-awareness and personal growth through accessible and student-focused counseling services. Provides academic, transfer, career, and life planning, and personal/social issues and other student support services to improve student engagement, learning, development, retention, graduation, and success with a focus on the unique needs of this student population. Coordinates and provides counseling services in modes to best support student learning (including but not limited to individual and group sessions, classroom presentations, email, phone, web, etc.); utilize technology to provide student support services. Facilitates the provision of a wide range of student development services and college persistence and retention initiatives such as first-year experience activities, financial aid and scholarship application, new student orientation, curriculum development and instruction, student success workshops, career counseling (assessment, evaluation, and exploration,) satisfactory academic progress interventions, referrals to on-and off-campus resources, exploring of career/employment/continued education opportunities, and student success initiatives and services. Identifies, assesses, advises, and refers military personnel and veterans who may possess or encounter personal, social, or academic obstacles to their continued education to appropriate community or third-party support offices, agencies, or organizations. Initiates and facilitates for veteran students served by the program access to needed resources across campus. Collaborates with faculty and staff from other units to create partnerships for seamless delivery of counseling activities and other support services for Kapi'olani Community College students. Ensures institutional compliance with all Department of Veterans Affairs (VA) and Department of Defense (DoD) regulations and requirements for our students to make use of their benefits, including but not limited to DoD MOU requirements, Title 38 regulations, and VA Education Services reporting mandates. Maintains accurate student records in accordance with FERPA, DoD and VA requirements. Accesses and uses of all databases necessary to provide excellent service to veteran students, including but not limited to Banner, Enrollment Manager, etc. Liaises with DoD and VA auditors, inspectors, and program reviewers to ensure readiness and full compliance. Stays current with changes to DoD and VA regulations, policies, and systems through required and optional training. Promotes and supports initiatives for the target populations that include admission, enrollment, assistance with educational benefits, forms and approvals, non-traditional education (e.g., credit-by-examination, experiential equivalence, transfer credits, SOC degrees), persistence, graduation, transfer to 4-year universities, referral to appropriate college, community, and military resources, as well as career entry referrals. Collaborates, contributes to, and/or coordinates with fellow counterparts and professionals in the recruitment, training, services, and effectiveness of the college's military and veteran program and other retention programs. Establishes and maintains on-going communication and a viable working relationship with education officers of local military installations, military/veterans education and community support services, and the Department of Veterans Affairs. Conducts data collection to assess the progress of the college's military/veteran students. Participates in outreach, orientation, and registration activities. Evening, weekend, and outreach assignments may be part of the regular workload. Oversees the daily operations of the Veteran’s Military Resource Center, including but not limited to ensuring adequate coverage during hours of operation, supervising, recruiting, and scheduling student employees, etc. Perform related professional duties, including: Contribute to the growth and development of the counseling discipline and college through committee work and other college-related activities. Engage in professional and public service related to one’s professional status or expertise. Engage in ongoing professional development activities. Other duties as assigned.

Minimum Qualifications: Master’s degree in Counseling and Guidance, Counseling Psychology, College Student Personnel Services, Human Resources (to include both CTAHR and Personnel), Communications or related field*; OR Bachelor’s degree in Counseling and Guidance, Counseling Psychology, College Student Personnel Services; Human Resources (to include both CTAHR and Personnel), Communications or related field*; AND 3 years related work experience. *Note: Related fields include: Education (to include all degrees in this field), Family Resources, Human Development, Psychology (to include all degree in this field), Public Health, Rehabilitation Counseling, Social Work, Sociology, and Student Services Personnel. Note: Minimum qualifications must be met by the effective date of appointment.

Desirable Qualifications: At least three (3) years of professional experience in the military (active, National Guard, and military reserves, qualified military dependents, and veterans). At least three (3) years of professional experience working with military-affiliated students (veterans, active duty, reservists, and dependents) in a higher education or comparable setting, including knowledge of the unique challenges, benefits, and support services relevant to this population. Demonstrated ability to build counseling relationships with students, individually and collectively, that will assist them in: a) developing self-awareness, b) identifying issues that impact academic success, and c) developing decision-making skills (set individual goals, generate and evaluate alternatives, and make informed decisions). At least three (3) years of professional experience in counseling/advising within a post-secondary institution, with adults in community-based programs/agencies (i.e. DVR, social work, workforce development, etc.), or with adults in private practice. At least three years (3) of professional experience in counseling (community) college students in the areas of academic, transfer, career, and life planning, and personal/social issues, and other student support services. Experience in the higher education environment, academic advising and support services to veterans, military, and military-affiliated students (active veterans, National Guard, military reserves, qualified military dependents). Demonstrated ability to work effectively with students from a wide array of backgrounds and life experiences at an “open-door” institution (i.e. socioeconomic, cultural, levels of academic preparedness, high school dual enrolled, “non-traditional” learners or returning adults, career preparation/workforce transition, caregivers, students with learning other disabilities). Demonstrated ability to effectively work with a wide range of counseling functions both independently and as part of a team. Demonstrated ability to initiate, implement, assess, and improve counseling strategies, projects, and activities to promote student learning, retention, success, and graduation. Demonstrated ability to communicate effectively with students, faculty, and staff and to maintain effective working relationships. Demonstrated ability to collect and interpret data in designing, assessing, and improving student support strategies and activities. Leadership, managerial, or coordination experience in a post-secondary setting. At least one (1) year of professional experience serving on a Behavioral Intervention Team or CARES Team in an institution of higher education or the public sector.
