Outreach Counselor (Student Services Professional II), Department of Outreach & Student Recruitment

Under the direction of the Director of Outreach and Student Recruitment, CSUSB is seeking two Outreach Counselors to serve as the university's primary representatives in distinct recruitment territories: High Desert region (Apple Valley, Adelanto, Hesperia, Victorville, Barstow) and Riverside County (Riverside, Moreno Valley, Corona-Norco, Perris, Jurupa Valley, and surrounding areas). Each counselor will manage partnerships with designated high schools and community colleges in their region, promoting CSUSB by sharing information on admissions, tuition, financial aid, academic programs, and student support services. Key responsibilities include conducting presentations for prospective students, families, and school partners, as well as participating in campus and community events. Outreach strategies will be customized to meet the specific needs of each territory, ensuring strong visibility and engagement.

Duties and Responsibilities:

  • Represent CSUSB to prospective students and serve as a key member of the outreach and recruitment team.
  • Manage recruitment activities within an assigned territory, maintaining communication and follow-up with schools and students.
  • Collect and analyze data to report on recruitment outcomes.
  • Deliver outreach services through presentations, workshops, booths, and counseling sessions.
  • Travel to schools and outreach events within assigned regions and service areas.
  • Support enrollment goals by meeting application objectives for designated schools/regions.
  • Build and maintain relationships with prospective students, families, schools, and community partners.
  • Participate in on- and off-campus recruitment events (e.g., Preview Day, Choose CSUSB, Coyote First Look, Counselor Conferences), including evenings/weekends as needed.
  • Assist in planning and executing recruitment strategies for first-time freshmen and transfer students.
  • Provide pre-admissions advising, application support, and referrals to student services.
  • Conduct campus tours and support daily outreach operations.
  • Communicate with prospective students and applicants through the CRM (Element 451).
  • Maintain strong professional relationships with school and community contacts.
  • Follow up with students through email and phone campaigns.
  • Conduct in-person, email, phone, and virtual pre-admissions advising sessions for prospective students.
  • Assist in evaluating educational credentials for CSU and CSUSB compliance; collaborate with Admissions to maintain accurate records.
  • Partner with campus departments to support student matriculation and promote campus engagement.
  • Use initiative and resourcefulness to assist in implementing improvements for outreach events, including but not limited to special campus outreach events, CSUSB Instant Admit Days, Preview Day, Coyote First Look, Choose CSUSB (on campus and at community colleges and high schools), yield receptions, pre-admission sessions, admitted student on-site events, and campus tours.
  • Produce end-of-term reports on outreach events and activities, documenting synopsis of recruitment efforts, attendance, outcomes met, and recommendations for the future.
  • Attend training and professional development conferences and meetings, as needed.
  • Other classification related duties as assigned.

Minimum Qualifications: Required Education and Experience

  • Equivalent of two years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth. A master's degree in a job-related field may be substituted for one year of the professional experience.
  • Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job-related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Required Qualifications

  • Working knowledge of the practices, procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management.
  • General knowledge of research and interview techniques; and of the principles of individual and group behavior.
  • Ability to interpret and apply program rules and regulations.
  • Use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements.
  • Obtain factual and interpretative information through interviews; reason logically; collect, compile, analyze and evaluate data and make verbal or written presentations based on these data.
  • Advise students individually and in groups on routine matters where required; recognize multicultural, multisexed and multi-aged value systems and work accordingly.
  • Establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts.
  • Rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned.
  • Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas Services Office.

Preferred Qualifications

  • Master's degree in education, counseling, public administration, communication, or a related field.
  • Two or more years of professional experience in outreach, student recruitment, admissions, or educational advising.
  • Ability to manage a designated recruitment territory and develop strategic outreach plans.
  • Experience working with high schools, community colleges, or community-based organizations in an outreach or advisory capacity.
  • Familiarity with the High Desert region, including local school districts, community colleges, and community organizations.
  • Willingness and ability to travel frequently within the High Desert region, including evenings and weekends as needed.
  • Experience working with historically underserved and first-generation college-bound student populations.
  • Bilingual or multilingual skills, particularly in Spanish or other languages commonly spoken in the region.
  • Excellent verbal and written communication skills, with the ability to deliver engaging presentations to diverse audiences.
  • Demonstrated ability to build relationships with students, families, school personnel, and community partners.
  • Experience using student information systems or customer relationship management (CRM) tools such as Slate.
  • Proficiency in using technology, including virtual meeting platforms, CRM systems, and Microsoft Office Suite.
  • Demonstrated ability to develop and deliver culturally responsive outreach and recruitment strategies.
  • Strong public speaking and presentation skills, with the ability to communicate effectively with diverse student populations, families, and school personnel.
  • Excellent interpersonal, organizational, and time management skills.
  • Experience planning and hosting campus visits, workshops, and large-scale recruitment events.
  • Knowledge of CSU admissions requirements, financial aid processes, and support programs for prospective students.
  • Proficiency with standard office software and virtual presentation tools (e.g., Microsoft Office, Zoom, etc.).
  • Comfortable working independently and managing responsibilities in an off-campus or regional setting.

Compensation and Benefits:

Anticipated Hiring Range: $5,083 per month. Classification Salary Range: $5,083 - $7,228 per month. The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Eligible employees are also able to participate in the fee waiver education program.
