GENERAL JOB SUMMARY:
Reporting to the Director of Financial Aid for the West Virginia Council for Community and Technical College Education this position is responsible for assisting with the administration of federal, state and institutional financial aid programs across multiple community and technical colleges.
JOB DUTIES AND RESPONSIBILITIES:
Assist the chief administrator of financial aid programs for multiple community and technical colleges to:
- Support the contractual agreement between sponsoring institutions and the community and technical colleges.
- Recommend institutional policy, organize internal office procedure and policy for records management.
- Establish institutional policies for distribution of campus-based aid.
- Ensure accurate distribution of funds from the Pell Grant program and compliance with verification regulations.
- Certify federally guaranteed student loans and ensure compliance with all regulations.
- Approve loans administered by institutions and private organizations.
- Authorize payment of financial aid to students from appropriate accounts.
- Construct student expense budgets; maintain internal accounting records.
- Manage the computerized database (BANNER), including programming and testing.
- Monitor academic progress of students as required by federal and institutional policy.
- Review accuracy of processed application forms and determine student needs.
- Stay current with federal and state regulations by reading manuals, newsletters, and the "Federal Register."
- Attend financial aid meetings and workshops.
- Provide direct training or arrange for training opportunities for institutional financial aid staff.
- Assign and monitor work of financial aid staff.
- Visit campuses to meet with staff at least once a semester.
- Serve as the highest level of appeals for all forms of student appeals.
- Assist students in completion of financial aid forms and loan applications.
- Distribute and explain financial aid materials in presentations to local businesses, industries, and high schools.
- Develop and distribute financial aid consumer information (Student Assistance General Provisions 668.31).
- Conduct high school guidance counselor training.
- Collect data for research and reports.
- Prepare Institutional Payment Summary reports for the Pell Grant program.
- Supervise preparation of loan enrollment verification reports.
- Annually prepare Fiscal Operations Report and Application to Participate.
- Work with institutional staff on annual independent audits.
- Collaborate on default management plans.
- Collect and supervise data entry for annual HEPC/WVCCTCE Database Report.
- Serve as liaison to state and federal agencies and other colleges and schools.
- Verify state financial aid rosters and reconciliation.
- Act as chief liaison to the Department of Vocational Rehabilitation.
- Supervise preparation of forms regarding student financial aid eligibility.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Administration of financial aid programs including staff training.
- Guidance and counseling in individual and group situations.
- Organizational skills for managing voluminous records and supervising multiple colleges.
- Management skills for facilitating a responsible and efficient work team.
- Interpretive skills to apply constantly changing federal regulations.
- Communication and counseling skills to handle sensitive situations.
- Experience with BANNER or related student software.
MINIMUM EDUCATION AND EXPERIENCE:
Bachelor’s degree in education, business administration or related field and three years of recent relevant experience required.
Master’s degree in education, business administration or related field preferred and at least one year of recent relevant experience preferred.
Recent relevant experience in financial aid administration at the institutional level is preferred.
