General Summary

The Registrar is a collaborative and independent leader, committed to student excellence and support, who manages a wide range of functions related to the academic calendar, student records management, student registration, course scheduling, space management, graduation, incoming transfer credit, curriculum updates and maintenance, student evaluations, and the final exam schedules. The Registrar provides direction in adherence to academic and enrollment policies and standards, and FERPA compliance. They are responsible for ensuring federal enrollment reporting compliance through the National Student Clearinghouse as well as other federal and state compliance requirements in partnership with Financial Aid and Information Technology.

The Registrar plays a key role in the development and maintenance of the Banner Student Information System, Series 25 Software, Coursedog Classroom and Events scheduling, Coursedog Academic Class Scheduling and Analytics and Degree Works. They provide data analyses pertaining to overall enrollments, course scheduling options, space efficiencies, and other related registration activities. The Registrar is responsible for developing effective partnerships across the college community to support the achievement of the common goal of timely, integrated, effective services and functions. These partnerships include Academic Affairs, Student Affairs, Institutional Research, Information Technology, Human Resources, Marketing and Publications, Corporate and Community Education, Admissions, Advising, Financial Aid, Student Accounts, and Facilities.

Duties and Responsibilities

  • Hire, supervise, train, and evaluate the staff in the Registrar's Office, including the Associate Registrars, Coordinators, Student Information Centers, and other supporting professional and administrative support staff. Ensure the Registrar's Office is fully staffed during designated office hours.
  • Responsible for creating and maintaining an inclusive, welcoming, and efficient environment in the Registrar's Office for MCC's diverse students, faculty, staff and community members.
  • In collaboration with other student service areas, responsible for designing and implementing flexible, student-friendly student enrollment processes for MCC credit, non-credit, day, evening and online students that is integrated with Admissions, Academic Advising and Pathways, Assessment Testing, Student Accounts, Financial Aid, the Enrollment Management Center, and Community Education.
  • In collaboration with the Dean of Enrollment Management, develop, test, and maintain Ellucian Banner, Banner, Series 25, Coursedog, Castlebranch Degree Works, Acalog, Parchment and other related software and technology mediated enrollment services.
  • Create a programmatically integrated schedule of classes, in collaboration with the Academic Deans, that meets the needs of day, evening, online and weekend students, adheres to all faculty contract obligations and maximizes the efficient use of institutional classroom and laboratory resources for the Fall, Spring and Summer and accelerated semesters.
  • Work in collaboration with Community Education Department to provide semester registration setup support and noncredit course room scheduling.
  • In partnership with Financial Aid and Information Technology, execute enrollment submissions and corrections through the National Student Clearinghouse to ensure college compliance
  • In collaboration with the Provost, and Vice President for Enrollment and Student Success, develops and communicates the college's Academic Calendar.
  • Create, implement and monitor, flexible, efficient, accurate drop for non-attendance, mid-term and final grading processes for all credit courses in full-term and accelerated semesters; communicate to faculty and the college community key deadline dates for grade submissions.
  • In partnership with the Student Accounts leadership team, ensure the update and communication of policies, deadline dates and supporting forms related to course drop for nonattendance and withdrawals.
  • In collaboration with Dean of K-16 partnerships, create Dual Enrollment course schedule and sections and assist with registration issues and communications.
  • In collaboration with the Associate Registrar, responsible for the part-time and full-time student evaluation processes, including the file setup, distribution, communication and generation of evaluation results.
  • Maintain and publish all current and historic official degree and certificate requirements, courses descriptions, course prerequisites and co-requisites in electronic formats through various systems, including Banner, Acalog, Degree Works,College Scheduler and EAB Navigate.
  • Support Commencement, including the Commencement Program, cap and gown orders, Line of March, and student inquiries.
  • Design and implement all phases of the graduation application and review process and certify the completion of all degree and certificate program requirements and awarding of degrees.
  • Responsible for the evaluation and awarding of incoming college credit, AP, CLEP, and military credits; provide annual updates to the state's course equivalency database.
  • Responsible for the integrity and accuracy of the college's transcript and ensuring that the transcript adheres to the state's Mass Transfer requirements.
  • Responsible for the handling, communication, data entry and maintenance of student immunization records and submissions in compliance with college and state policies.
  • Implement the course waitlisting process in collaboration with the Academic Deans.
  • Develop and disseminate the college-wide final examination schedule.
  • Ensure that all MCC student and institutional electronic and physical records are accurately maintained and secured in accordance with institutional policies and state and federal regulations.
  • Manage the handling of subpoenaed student records to ensure adherence to college and legal policies.
  • Manage the canceling of credit courses for low enrollment in collaboration with Division Deans and with appropriate consideration of mitigating factors.
  • Assist in the monitoring of semester enrollments and providing the Academic Deans information on possibilities for opening new courses prior to semester openings.
  • In collaboration with the community college legal counsel, provides periodic FERPA trainings to the college community and provides advice on FERPA issues.
  • Serve as key member of the Enrollment Working Group and Banner Users Group.
  • Establish departmental goals that support the College's mission and strategic plan and maintain a mission focused student centric hub of transparent resources and information.
  • Implement new initiatives such as stackable credentials, Course dog analytics and space utilization software and policy.
  • Oversee Banner User Acceptance Test plan for Banner Student and SIS (Banner and Self-Service Banner) upgrades
  • Develop and utilize dashboard and reporting from Argos, Tableau, and Microsoft ACCESS.
  • Manage publication of college catalog to ensure integrity of information
  • Generate and produce Dean's and Merit lists and coordinate MA System scholarship selection reporting and standards.
  • Complete real-time data requests supporting the President's office, Provost, PLC, Vice President of Administration
  • Serve on college committees.
  • Promote and maintain responsive relations with all members of the college community.
  • Maintain current knowledge of trends and practices in the field through peer association, attendance at seminars, study and review of literature.

Job Requirements

  • Master's degree in Education, Organization leadership, Counseling, Psychology or a closely related field and (5) years of experience in higher education administration, specifically within a registrar's or records office or enrollment division.
  • Experience and/or training involving college admissions, academic advisement, career development, or program/project management; or an equivalent combination of education, training, and experience.
  • Demonstrated understanding of, and commitment to, the community college mission and student population.
  • Minimum of (3) years experience as a supervisor and the ability to supervise, train, and evaluate staff members in the registrar's office.
  • Proficiency in Microsoft Office Suite (Excel, Word) and experience with student information systems.
  • Thorough understanding of federal and state laws regarding student records, specifically FERPA (Family Educational Rights and Privacy Act).
  • Excellent verbal and written skills are necessary for interacting with diverse stakeholders, including students, faculty, and administrators.
  • High level of attention to detail and ability to manage complex,, high-volume data, including student records, grades, and transcripts.

Preferred Qualifications

  • Experience in Ellucian Banner, Degree Works, EAB Navigate, Coursedog Academic Scheduling Analytics and Events.
  • Progressively responsible experience in a Community College or Registrar's Office.
  • A demonstrated pattern of sound judgment, tact, and the ability to handle confidential and sensitive information appropriately and maintain strict confidentiality.
  • Ability to manage software system implementations, integrations, and migration as well as efficient fiscal planning and budgeting skills and demonstrated ability to manage and steward human and fiscal resources.
  • Willingness to learn and implement new technologies, and the highest standards of professional ethics and integrity with a strong commitment to excellence, learning, and community as well as professional development.
  • Bilingual Skills is a plus.

Additional Information

Salary Range: $105,000-$115,000; actual salary commensurate with academic background and experience. Employees of Middlesex Community College are considered employees of the Commonwealth of Massachusetts and receive benefits, which include:

Location: Lowell Campus with occasional travel to Bedford, as needed

Hours: 37.5 per week, schedule to be determined upon hire. This position will be eligible for a maximum of one day of telework in accordance with the College's telework policy.
