Reporting to the Director of Civil Rights Compliance the Assistant Director for Civil Rights Compliance helps lead the university’s efforts to create and maintain living, learning, and working environments free from discrimination. Under the guidance of the Director, this position is responsible for three key phases of the civil rights compliance team’s core work. First, the Assistant Director regularly case plans with the Director and coordinates with Civil Rights Investigators and the Case Manager to ensure that all reports of discrimination receive a thorough evaluation and prompt response (Report Response and Coordination). Second, this position takes a leadership role in developing and implementing best practices for consistent and reliable documentation of the work of the civil rights compliance team (Data and Case Management Leadership). Third, this position works with the Director, Title IX Coordinator, and ADA Coordinator to regularly update key civil rights-related programming. Often with independence and sometimes in partnership with other university civil rights subject matter experts, the Assistant Director facilitates presentations and other civil rights compliance-related programming on the team’s behalf, including by implementing an institution-wide training on university nondiscrimination policies, reporting responsibilities, and civil rights laws.

Required Qualifications

  • Master's degree in human resources, social science, public administration or a related field, or a bachelor's degree with significant related experience.
  • Incumbent must have a deep understanding of how civil rights laws apply in a public university setting. Specifically, incumbent must understand and be able to articulate the protections against discrimination and harassment in federal law, including, for example, the Americans with Disabilities Act of 1990, as amended, Title VI and Title VII of the Civil Rights Act of 1964 and Title IX of the Education Amendments Act of 1972.

Additionally, the incumbent must possess and demonstrate knowledge, experience or skill in the following areas:

  • Knowledge of the complex regulatory environment in which university civil rights offices operate, with the demonstrated ability to effectively communicate with stakeholders about the application of policies and other rules to specific factual situations;
  • Experience responding to reports and complaints of discrimination or providing legal or technical guidance to colleges or universities regarding the response to reports and complaints of discrimination, including demonstrated skill in the areas of problem-solving, issue-spotting, and identifying and collecting relevant evidence in a thorough and effective manner;
  • Significant experience and demonstrable skill in writing concise, logical, analytical reports;
  • Demonstrated ability to weigh evidence to come to the best conclusion based on the evidence, and explain reasons for that conclusion;
  • Experience implementing education-related programming on complex topics to a wide audience;
  • Demonstrated ability to prioritize and accomplish work independently under time constraints and within a complex institutional environment;
  • Significant experience with documentation of work and ability to logically organize and present data; and
  • Strong and effective interpersonal skills, including demonstrated ability to proactively establish and maintain professional and productive relationships with colleagues and partners.

Preferred Qualifications

  • Juris Doctorate
  • Experience conducting or supervising complex Title IX, Title VI, ADA, and/ or Title VII investigations on behalf of a university or similarly complex institution or responding to complaints involving a university or similarly complex institution (highly preferred);
  • Experience making civil rights compliance determinations on behalf of a college or university or similarly complex institution, or experience making compliance determinations involving a college or university or similarly complex institution;
  • Experience working for a government agency or partnership and providing legal advice or regulatory technical assistance related to university compliance with civil rights laws;
  • Experience providing civil-rights-related education programming in a college or university environment or in a similar institutional setting;
  • Experience using common data and case management software and other technology, such as, for example, Maxient, Microsoft Excel, PageUp, and others, to produce real-time data on work productivity of office or unit; and
  • Experience developing engaging presentations, including through use of software such as Articulate 360 or PowerPoint.

The successful candidate will be required to have a criminal conviction check.

This position may be prominently onsite during the training/onboarding period then may be eligible for a hybrid work arrangement of 3 days on site, 2 days remote.
