Position Summary Information
Position Summary
Reporting directly to the Dean of Students with access to a cabinet level vice president, the Title IX Coordinator has administrative oversight of and managerial responsibility for the University’s compliance with Title IX and the Violence Against Women Act. The Title IX Coordinator provides oversight for the response to reports of violations while also working collaboratively with University Police to ensure compliance with Clery Act reporting requirements. The Title IX Coordinator ensures that both complainants and respondents in Title IX cases receive support and adjudication consistent with federal requirements. The Title IX Coordinator coordinates and facilitates Title IX investigative meetings, Title IX Committee meetings, off campus partnership meetings and connects regularly with the State System office and university legal counsel. The Title IX Coordinator must maintain working knowledge of campus adjudication process and criminal court proceedings to provide adequate guidance and answer student questions. Serves as the campus expert on gender equity and sex-based discrimination and is an ex-officio member of university committees and commissions related to gender equity.
Ensure Compliance with Title IX and the Violence Against Women Act: This position has administrative oversight of and managerial responsibility for the University’s compliance with Title IX and the Violence Against Women Act. Provides oversight for the response to reports of violations while also working collaboratively with University Police to ensure compliance with Clery Act reporting requirements. Ensures that both complainants and respondents in Title IX cases receive support and adjudication consistent with federal requirements. Works with university legal counsel and cabinet to develop, implement and monitor policies, procedures, and training programs related to Title IX. Maintains accurate records of complaints, investigations, outcomes, and training activities. Prepares and submits required regulatory reports and documentation.
Provides collaborative response initiatives across campus in alignment with local, state, and federal laws and regulations: This position is the primary coordinator of Title IX investigative meetings, Title IX Committee meetings, off campus partnership meetings and connects regularly with the State System office and university legal counsel. The Title IX Coordinator serves as the university’s primary Title IX resource and designates deputy coordinators as needed. The position acts as the central liaison for on and off campus partners, including the establishment of a Memorandum of Understanding with county victim services agencies. Attends PASSHE Title IX Coordinator meetings monthly and one – two annual training sessions per year.
Provides oversight of the campus Title IX process as it relates to the university’s sexual misconduct policy: Maintains working knowledge of campus adjudication process and criminal court proceedings to provide adequate guidance and answer student questions. Ensures supportive measures are provided to involved parties, including safety planning, academic accommodations or modifications and on and off campus resources. Provides oversight of the case management process as it relates to reports of sexual misconduct, dating violence and stalking or sexual harassment. Reviews and updates university Title IX policies to remain current with legal and regulatory changes. Advises the Dean of Students and senior leadership on Title IX compliance and risk mitigation strategies. Recommends improvements to policies and procedures based on assessment and best practices in coordination with the PASSHE Title IX team and university legal counsel.
Develops, delivers and directs educational initiatives related to Title IX: Assists with campus educational outreach regarding issues of Title IX, including management of campus grant awards related to Title IX. This position works extensively with the Dean of Students departments and the Office for Inclusive Excellence on educational programming. The Title IX coordinator also provides oversight of the SRU Concern Center (online repository of campus services) resources related to Title IX as well as the university’s Title IX website.
Other Duties as Assigned: Supervision of a graduate student. Serves as the campus expert on gender equity and sex-based discrimination and is an ex-officio member of university committees and commissions related to gender equity.
Minimum Qualifications
- Earned master’s degree in counseling, psychology, social work, public health, student affairs or law related field.
- Five or more years of experience in case management, counseling, or advising college students, including direct experience with crisis management counseling and in the development, implementation, mediation, and evaluation of crisis intervention protocols.
- Demonstrated knowledge of Title IX, Clery Act, Violence Against Women Act and relevant federal and state regulations.
- Experience conducting investigations and/or supporting students through the investigation process.
- Experience developing and delivering training programs.
- Background working with diverse populations and applying equity-focused practices.
- Strong interpersonal and communication skills and ability to handle sensitive situations with discretion.
- Excellent written and verbal communication skills.
- Successful performance in an on campus interview.
Preferred Qualifications
- Previous experience as a deputy Title IX Coordinator or Title IX Coordinator.
