Located in Greater Boston, MassBay is a comprehensive, open-access community college, offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.

Position Summary:

The ideal candidate will join a vibrant educational community, and have a desire and ability to serve a population of students with various needs and backgrounds. The Police Captain is responsible for the oversight of all Police, Security and Life Safety operations on all of the MassBay Campuses as delegated and assigned by the Chief of Police. The Police Captain is responsible for business management including police, security, compliance, communications, and technology. This will include operational and administrative duties that are required by law, ordinance, the Board of Higher Education, and moral obligation, in order to ensure that all people and property are adequately protected by the MassBay Public Safety Department.

Key Responsibilities and Duties:

  • Administer campus police and security operations, communications, incident investigation, crime prevention, life safety, and scheduling of proper personnel during both routine and special events on all campuses;
  • Work closely with State, Municipal, and other Colleges to develop and maintain relationships that will allow the MassBay Public Safety Department to provide appropriate level of service to the community during both routine and critical incidents;
  • Attend appropriate meetings and trainings with professional development organizations to keep current with best practices in campus law enforcement;
  • Maintain community involvement and confidence with Public Safety by promoting regular contact with the community utilizing community policing concepts;
  • Assist in and perform college wide public safety, including policy and procedure, and oversight of college operations to ensure compliance with a variety of rules, regulations, acts and laws;
  • Participate in the physical safety and security of facilities, grounds, and persons;
  • Assist in the supervision, operation, policies, maintenance, emergency notification systems, burglar alarm systems and CCTV systems;
  • Facilitate required in-service training, medical training, and re-certification training;
  • Manage the field training program and assist in selection of appropriate candidates for public safety officer positions;
  • Participate in the supervision of college-wide campus police post assignments and coverage; make recommendations and/or assignments as appropriate;
  • Manage the department time records, supervise payroll and leave input, review leave requests, determines schedules and overtime needs;
  • Monitor the department budget;
  • Direct enforcement of College rules and regulations, Massachusetts General Laws, and the Constitution of Massachusetts and the United States of America;
  • Perform college wide crime prevention, detection & apprehension/arrest of criminal violators, criminal investigations, criminal court prosecutions at both the District and Superior Court levels, cooperate with the Dean of Students Office on issues of student misconduct and discipline;
  • Participate as directed to act as a liaison to local, state and federal public safety agencies and officials for campus security issues, which may include public speaking;
  • Oversight of police reports, College Emergency Telephone Response Network (Equivalent of E911 System), college wide police radio systems, NCIC/CJIS computer system, and other wireless communications systems, and department training and supervision. Oversight of public safety officer's adherence to Clery, required State Police felony reports, and daily log requirements;
  • Perform oversight of motor vehicle traffic, parking, parking decal program, and rule/regulation enforcement;
  • Direct staff in policy, procedures, protocols and coordination of responses to medical emergencies, fires, crimes/incidents in progress, facilities evacuation, bomb threats, environmental threats, declared states of emergency, natural disasters, and severe inclement weather;
  • Oversight of compliance with the standards set forth by the Department of State Police to be sworn as a Massachusetts Special Police Officer in accordance with M.G.L. Chapter 22C Section 63;
  • Oversight of compliance with the standards set forth by the Commonwealth of Massachusetts Peace Officers Standards and Training Commission (POST);
  • Oversight of compliance with the standards set forth by the Commonwealth of Massachusetts Municipal Police Training Committee (MPTC);
  • Respond to incidents and issues including on-call emergencies 24 hours;
  • Other duties as assigned.

Required Qualifications:

  • Bachelor's degree required; preferred major of law enforcement, emergency management or criminal justice field. Relevant military rank, experience, and training may be substituted for some of the educational requirement;
  • Five to ten years law enforcement experience in a law enforcement/ public safety/security/emergency management position, preferably at an institution of higher education. Relevant military rank, experience, and training may be substituted for work experience in law enforcement;
  • Must be certifiable as a Special Police Officer by the Massachusetts State Police within one year of appointment;
  • Must be certified as a police officer under the Commonwealth of Massachusetts Peace Officers Standards and Training Commission (POST);
  • Must possess or be able to obtain a CLASS A license to carry firearms issued by the Commonwealth of Massachusetts;
  • Certified in First Aid/Safety and CPR within 6 months of appointment;
  • Knowledge of the Student Right to Know Act (Jeanne Clery Act); Knowledge of state and federal laws pertaining to crime, safety and fire codes;
  • Excellent organizational, interpersonal, written and verbal communication skills;
  • Business computer skills to include Microsoft office suite – strong Excel skills are mandatory and comfortable learning new software or database systems;
  • Must be able to read, write, speak and comprehend moderately complex oral and written instructions in English;
  • Must possess strong reading, writing, mathematical and analytical skills;
  • Must have and maintain a current Massachusetts driver’s license.

Preferred Qualifications:

  • Master’s degree in Management or Criminal Justice preferred.

Additional Information:

Salary Range: $95,000 to $105,000
