The Citadel, The Military College of South Carolina, is seeking a Budget Director in the Finance and Business Department. Reporting directly to the Vice President for Finance & Business, the Budget Director leads the Budget Office and partners with academic and administrative leaders to ensure sound fiscal stewardship, long term financial sustainability, and alignment of resources with institutional priorities.
Job Responsibilities
The Citadel, The Military College of South Carolina, is seeking a Budget Director in the Finance and Business Department. Reporting directly to the Vice President for Finance & Business, the Budget Director leads the Budget Office and partners with academic and administrative leaders to ensure sound fiscal stewardship, long term financial sustainability, and alignment of resources with institutional priorities. In addition, this role is also responsible for the following:
- Leads the development, coordination, and administration of the College's annual operating budget, which includes all revenues and expenditures including labor
- Prepare multi-year financial projections and long-range forecasts tied to enrollment, tuition, state appropriations, and institutional priorities
- Develop and maintain budget models and assumptions to support strategic and operational planning; also perform scenario modeling to evaluate financial impacts
- Prepare monthly, quarterly, and annual financial reports for VP for Finance & Business, senior leadership and the Board of Visitors
- Partners with deans, vice presidents, department heads, and program leaders on budget planning and financial stewardship. Supports academic and administrative units in aligning resources with institutional goals
- Ensure compliance with institutional policies and applicable state regulations
- Oversee institutional position control processes, including position creation, funding verification, and vacancy management
- Monitor salary and benefit budgets and project labor cost impacts
- Collaborate with Human Resources on personnel transactions, collective bargaining impacts, and benefit rate changes
- Provide training and guidance to the campus community, resource advisors, and departmental budget managers
- Prepare or support required external reports to the state (including but not limited to Governor's office, House, Ways, and Means, Senate Finance committee) and support/respond to internal or external financial inquiries or audits
Minimum Qualifications
- A bachelor's degree in accounting, finance, business administration or related field
- Must have 5+ years of progressively responsible' experience in a business or college higher education environment in budget management, financial planning or analysis
- Demonstrated experience with complex budgets and financial modeling
- Strong analytical, organizational, and communication skills
- Ability to work collaboratively with diverse stakeholders and explain financial concepts clearly
Preferred Qualifications
- Master's degree in business administration, accounting, finance, or related field preferred
- Experience building budgets and managing budgets for a higher education institution preferred
- CPA designation is preferred but not required
